It is officially announced that Gen. Milekoff commanding the Russian forces in Asia minor will be recalled. Constantinople, July 5. An extra ordinary council was held at the palace on Monday, the Sultan presidiog, to consider the measures necessary in consuquence of the crossing ot the Danube, and to pre pare for possible hostilities on the part of ftervia and Greece. Nsarly all of the 18 Turkish gun boats and monitors on the Danube are destroyed, captured, or help less from torpedoes. LONDON, July 5. The report that the siege ot rvars has been raised is prema ture. The Russian field armies on the left and centre are undoubtedly defeated; also the investing force before Batoum, and these facts may teruiinate the siege of Kars. St. Petersburg, July 5. Mukhtar Pasha, in a long series of dispatches to Constantinople, describes the Russians as utterly routed by his right column and flying to the south of Kars. The minister of war will ask the chamber to raise the standing army to 20,000. A forced paper currency is contemplated. Another Indian Battle. Lewistown. Idaho. July 5. News has been received by a courier that Col. Whipple engaged the Lookindass Band of Indians on Clear Water to-day, killing four Indians, and wounding many. A number of squaws and children were drowned while fleeing, The band is esti mated at abont 400, and fighting was still progressing when the courier left. A courier from Gen. Howard's camp reports that he crossed on the 29th. but found the Indians had gone towards the month of the Salmon. The Nez Perces and other ricalcitrants held council Saturday, aid approved the killing of Ritchin. There was a minority which condemned it and would but for fear of the other Indians have returned to their reservation. Soldiers National He-Union. Columbus, O., June 5. Preparations for the fourth annual encampmeut of the soldiers national reunion, Sept. 4th to 7th next, at Marietta, Uhio, are actively going forward. A majority of the Ohio Na tional Guard will be in camp at Marietta, and letters of inquiry indicate an average daily attendance of at least 25,000; letters of acceptance have been received from Ger. Kilpatrick and Gen,' Crook, and so iar as heard from '.he confederate side will be represented by Gen. Joseph E. John son, Gea. F. M. Cockrell, and Gen. Bradley Johnson. Sec'y Mills who visited Missonla, reports to the gov ernment, that, on news of the Mt. The following is a synopsis of the lead ing provisions of the new Illinois game law, which will eo into effect on the 1st of July. . t 1. Prairie chickens and woodcock are protected between the 15th day of Janu ary and the 1st of September. 2. Deer, turkeys and pheasants are protected between the 1st day of . Febru ary and the 1st day of Oetober. 3. yuails are protected between the 1st day of February and the 1st day of No vember. It is made unlawful to net quail at any time. 4. Wild geese, duaks, snipe, brant or other water fowl are protected between the 1st of May and the 15th day of Au gust. 5. It is made unlawful For any non resident of this state to kill or trap in any manner any ot the above named birds or animals, in any country of this state, at any time, for the purpose of sell ing or marketing, or removing the same outside of this state. New York: Shipwreck of a Steamer. New York, Julv 5. The steamship South Tyne from Palevino to New York, went ashore 12 u-iles south of Fire Island. Red Tape and the Indians. Ooe ofthe principal reasons why red tape in W ashington is more dangerous to settlers near the Indian frontiers is this, that citizens who emigrate to those regions know the nature ot the Indians, and would, if left alone, do as the pioneers of mencan civilization did, and take ordi nary risks of property and life only. But now the condition of the west is wholly different from what it was in time of Ooone and his fellows, who penetrated the wilderness of Kentucky and Ohio. Now the government guarantees every citizen protection, just as much in Idaho as in New York. It sells the emierant lands, encourages set tlements and under takes to govern our Indian population and keep in subjection the wandering savages. r or this purpose it builds and garrisons lorts, keeps a standing army in the west and expends every year millions in provid ing for the Indians. It is natural that the emigrant should trust the honor of so great and vowerful a government, and should fearlessly depend upon it promises to protect himself and his family from the savage. But how is the Dromise kept? Lat the recent massacres in Iaho make answer. Again the settlers have been betrayed by the government, which failed to give the protection it promised. Worse than this, after the country has been shocked by the murders in Idaho, it has refused to send troops enough to defend the women and children who were spared, but who are now in danger of a fate worse than death. There is no authority under the law, it is coolly said, by which the government can send a part of its army to their assistance. If another dreadful calamity should hap pen it will not be to the Indian sayages that the country will turn with wrath, but to the officials in W asnington, who have so tied up our troops in red tape that the army is almost useless for the very pur poses for which it is created and main tained.
