The manifesto of the great English ex Premirr, so impaiiently awaited, has at length been issued and, despite its fout column dimensions, is a disappointing; document. It is wary, dexterous and evasive instead of aggressive. Much ot it is devoted to explanation, apology and defence, while its presentation of issues for the coming election is singularly guarded and even timid. Statesman as he is, Mr. Gladstone is also astute enough to appreciate his responsibility as a poli tician. The liberal parly so long led by him embraces widely discordant elements from the Whigism of Lord Hartinton at the one extreme to the Radicalism C barn berlain or the fractious democracy of Bradlaugli at the other. Mr. Gladstone's private purpose is to frame a platform that will alienate the fewest possible votes. Hence Le indulges in these adroit generalizations ot which he is a conspic nous master. lie favors a reform of both tue house of lords and house of commons, but does not specify to what extent. He dodges the html question and straddles the lrih question. Every intelligent man and woman jxirceives the inherent absurdity of the relation, but England prides her self on her conservatism and reform trav els slowly there. A political doctrine of recent growth and propagation teaches that when citizen is installed in a federal office he should instantly cease to take any action or personal interest in the politics of bis own stale. It is a stupid and pernicious doctrine. Everybody knows that the present secretaries of the treasury and the navy were chosen for these position because of the sagacious judgment. tireless zeal and conspicuous executive ability they hud shown as advisers and leaders of their party in New York. Is there any valid reason why they should Uke less interest than before in their party and their slate, or why they should not attend the democratic state conven tion to give it the benefit of their counsel and experience? Members of the cab inet though they be, they are still citizens of this state, members of the democratic party, and concerned for the welfare of both. It is true that some of their re publican predecssors abused their powers to coerce stale conventions, but the oc currence of such abuses in the past does not imply a continuance of them and justify the practical disfranchisement and muzzling of a wise popular leader when he accepts office. To carry out the principle to its logical conclusion, every citizen who enters either the federal or the slate service should be thereby debarred from exercis- ing any voice in the management of his party or the conduct of public affairs A system of that sort would speedily ex elude tint ablest and most earnest citizens from party councils and would leave the destinies of the country to be directed by conventions composed chicfy of indiffer cut or mediocre delegates. It is throu party organizations in the separate states that presidents are elected and reforms wrought. Is it then to be assumed that a party cau be strengthened and improv ed by denying it the counsels of its ablest men? It mny be retorted that a cabinet officer or any official may impart bis counsel and exercise what iufluen.ee he pleases without personally attending convention. Very well; what is gained then by the silly and futile theory which would exclude Lira 7 Jue mugwumps admire English precedents. In this re- spect, at least, the English ministers set a courageous example. From the prcms ier down to the last secretary on the list, they go before the people without false pretence or evasion and uphold thei party principles. The same thing done in France and elsewhere.
