issued by the city last Monday night on City
Treasurer Henry Duesterherg for $10,000.
When they were presented for payment
Huesterberg found that he had only $123 on
hand with which to meet the obligation. He
immediately went before the mayor and said
that he was a defaulter; that he desired to
turn over the keys of tlie office and to go to
jail. He wept bitterly and professed he knew
not where the money had gone. Nome very

possession of his property, which will ijay
one-third of the deficit. Deusterberg had
lilled the oilictt of city treasurer lor two
terms, and, notwithstanding tlie present pre

Citfneral Garland said Thursday that he bad
known ex Fresitlent Arthur intimately and
had every reason to esteem bun both as a
friend and as a public official. Mr. Arthur
occupied a very trying position as presi
dent, entering the White House as he did
during the political excitement whieh fol
lowed the death of Fresident Gartieid. and
his admiuistratiou aa marked by ability ot
a high order.
Secretary Lamar said that Mr. Ai thur'.s
death would touch the hearts of many people
with grief. Called to the presidency under
trying and most painful circumstances, he
bore his honors with dignity and adminis
tered the executive department of the gov
ernment in a manner that was just to all sec
tions. He was highly esteemed and especially
liked by many of the southern senators ami
representatives.
Fostmaster General Vilas sitd that. Mr.
Arthur's administration of the government
had commended him very strongly to the re
sjject of the people, and especially, consider
ing the very trying circumstances under
which he took office, his administration
might le called remarkably successful. No
instance of the manner in which he per.
formed the duties of tlie office of president in
the previous history of the country olfers a
more commendatory record.
Secretary Whitney said: "I know and
esteemed Fresident Arthur very highly long
before he liecame president. I deemed him
a much abler man than was his repute when
he was placed upon the ticket " I regret his
death personally, for lie was the most genial
of gentlemen and leaves a largo circle oX
friends who will be filled with regret"

Chicago, Nov. VO. Mayor Harrison had
not beard of Fresident Arthur's death until
told by a newspaper reporter. He exclaimed:
"What Arthur dead Poor fellow! I am
really and sincerely sorry for it. 1 did not
know him intimately, but on tho several oc
casions I met him I was impressed with tho
thoroughness of his kindliness oX heart and
his perfect breeding. He was a gentleman
and so filled tho position of gentleman that
one felt that his gentility was an inheritance
