porter as he sat in his room at the Audi

would be better off with such a civil serv
ice as England possesses?"
'.Most assuredly I do not. What! Perpet
uate an ofliceholding class of which every
individual member upofc arriving at the
age of 80 shall receive a jiension! Never!
hat Incentive would there le for such a
class to work What aim in life would lie
theirs, save to hang on by the very easiest
metnoa possible? Their ambition would
die for want of nourishment, nnd their
valuc to the country decrease. Theirs would
bo an easy, comfortable existence, with a
good salary and a certain pension Httached,
for which the cobbler who sits at his bench
all day and earns thereby ti must help
pay.
Steady Work Not Good for Eni.
"I believe that continued service in the
government employ is bad for any man.
and after a certain period all the public
servants stiould be sent back to the people
to renew themselves. I believe that each
office should have a fixed tenure to pre
serve the respect of the occupant; and if
the occupant desires a second term let him
show by his work that he is entitled to it."
Wouldn't Abolish Examination.
"Would you abolish civil service exam
inations?" "No. Every mau should lie examined.
But be should be examiued by the official
in whose employ he is to be. Is such a
principle not good in business!- Is not an
employer more able to ascertain the fitness
of an applicant to perform the class of
work that belongs to his department than
a man who not only has uo interest in, but
no knowledge of, what is required in the
department in questiou? Is not your post
master here better fitted to examine men
for the work, the performance of which lie
w held resp nsible, than the men who
compose the civil service commission in
ashington?" said Mr. Clarksou, with nu
emphatic gesture.
Patriotism the Incentive.
"Do you think, Mr. Clarksou, thnt the
business of our government is carried on
ao satisfactorily as that of England, where
official position is not affected by change
of administration?
"Yes; much better. The business of our
government is transacted more uccuratelv
and at a lower percentage of loss tliau any
other public or private biuiuess in exist
ence. And why?" the speaker asked ab
ruptly. "Hecause of the fact that there is
a rotation in office; because it is patriotism
more than money seeking that actuates
the men who take an interest in our polit
ical life.
Nome Cases In Point.
"Why, were this not so, would there lie in
public office at a salary of itsfew thousand
dollars a year men who in private busi
ness would be worth nnd in receipts of
fcS.OUO- and $o0.0li0? Would men stay in
congress for 5,000 when five and ten times
the sum would be theirs did they remaiu
at home? It is hecause they take a pride
in their work, and in following and de
veloping their ideas that they seek public
place. Uuriug the war, men who were
worth on an average ?1,50U a year at home
went to the front for $13 a month. Why?
Because of their public spirit."

"You speak of the government's public
business being run at a smaller percentage
of loss than any private business. At one
meeting of the economic conference iu Chi
cago Charles Hutchinson, in reply to a
question why his bank and packing house
could not lie run by the public like the
post office, said that should he run them so
loosely and extravagantly he would fail in
a year."
"He spoke off-hand and without know
ing of what, he was talking," said Mr.
Clarksou. "'Why, sir, the postoflice of
Chicago is run on a system which adopted
in his business would increase his income
many fold. The postoflice of Chicago is not
run at a loss. It makes an immense profit."
Mr. Clarksou then said that notwithstand
ing the loss on many lines the postal busi
ness costs the country only about $4,000,
000 a year net.
