The welfare of minority groups in j the city are therefore more or less disregarded, as tin average councilman does not feel obligated to these minor- j dies. j The most equitable and practical way to remedy tm- j undemot rat ie diction procedure would be to re-estaldi'M j the ward system of electing local city eouncilmen. This would make each councilman personally responsible to the \ot el's in his ward. The ward system which Detroit formerly had was abolished some* vears ago. allegedly to eliminate political corruption and ‘‘ward healing." but the real motive seems to have been to limit the political representation of minor ity elements in the city. Moreover, everybody knows that Detroit has witness »'d more than one instance of political corruption under the present city-wide system of electing eouncilmen. It is fitting that the election of a mayoralty candidat* in Detroit should he hy city-wide vote. A mayor whom all the people elect is duty bound to represent all the people impartially. The trouble is. the salary which Detroit pays its chief executive is inadequate. The salary should not he les> than .fj.7.000 a year, the job is a big one which re quires executive ability and integrity of the highest type If the people of Detroit desire better government and more adequate political representation, in the future, this is the time to begin thinking and planning in this dircc tion.
