The combination of Sparkman,
George and Russell can and will
hamstring any Civil Rights bill that
g is to the floor of the Senate.
Not that they are going to get
to the floor what with Jim-Crow
Democrat Eastland “sitting’’ on
them as a Civil Rights Committee
chairman.
If the Negroes are ever to be freed from
the cruel burden of crushing taxes, the shame
ful disgrace of Jim Crow, discrimination and
inequal treatment, the awful slaughter of un
declared wars and the corruption of a govern
ment that confounds and confuses them, the
Republican Party will be the party to do it.
A Republican administration will wage
peace and win it. Democrat administrations
were in power during World Wars I and 11.
We have lost the peace so dearly won. We
have been plunged into a third war in Korea
without the consent of Congress. Indeed the
only years of peace enjoyed by the American
people in the 20th Century have been under
Republican administrations.
The whole history of the Republican Party
is bound up with the question of civil rights.
The Republican Party enacted into law the
13th, 14th and 15th Amendments to the Con
sitution, ending slavery, protecting the rights
of Negro citixenship and giving them the vote.
These Republican Amendments have become
more vital to the welfare of the Negroes than
any other legislation ever passed. They have
been the base on which organizations like the

NAACP have been able to get the courts to
rule favo-ably on the right to vote in ' White
primaries,'' school segregation and restrictive
covenants. Practically aM Negro rights won
in courts have been because of the 13th, 14th
and I sth Amendments.
The proof of the Republican stand on
Negro welfare lies in the record. Just what
is that record of Republican performance?
Since 1861, Congress has put nine Civil
Rights Statutes on the books and eight of these
statutes were passed by Republican Congresses.
Near.y all State FEPC laws have been
enacted under the leadership of Republicans,
o date eleven states have enacted FEPC legis
lation. Republicans have led the way.
Here again is a Republican record of "per
ormance instead of words, promises and
double talk.
On the basis of the Republican Party
record, in comparison with the goose eggs laid
by the Democrat Party ... it can be factually
concluded that in the interest of Negro rights,
as in the interest of the American welfare and
peace, Dwight D. Eisenhower should be elected
President on November 4.
