Then he, as director, decided that no one else should be taken in as he had been, and so, with the other di rectors, voted to close up the affairs of the company. Charlie came home with approxi mately $16,000 in cash and securities, that belonged to the stockholders, and deposited same in the First National Bank of Cody. Meanwhile, Friend | Banker had been appointed manager of the Loan company. The next time Charlie came out of his trance, the entire account of the Wyoming Cattle and Loan Co. had been transferred by Friend Banker to his bank, the account of the Wyoming! Cattle and Loan Co. hnd lost its iden tity and become a part of the First National of Cody with a charge of $2,000 for doing the job! What about placing SBOO,OOO in the hands of a man who would permit such a thing as this to happen? So here we have the three commis sioners appointed by the Court and who have already been given $28,000 to invest for the people. The money] is now gone and what have they to show for it? Nothing. If all the as sets of the Wyoming Development Co. were put together there would not be enough to trade for a gallon of mono- I shine. In other words, more than one thirtieth of the SBOO,OOO has already been spent uselessly. If the $28,000 had been properly used in improving irrigation, in en larging ditches and similar work which would have been of real value, the people of this valley would have : received this year a benefit of at least $50,000 in increased production. Every rancher and stockman’s mo ney in this district is worth 10 per cent. Take SBOO,OOO at 10 per cent compound interest and at the end of 0 years you have the tidy sum of $5,382,000 —almost enough to buy ev ery acre of land in the district at S6O oer acre. ne commisloners say, “You don’t ave to pay all at once. This will be only a little at a time and you will not notice it’’ Nearly everybody in this district knows-my ranch above Meeteetse, a ranch which I have formed for more than 20 years 'without once feeling the need of this proposed reservoir. n6w this body of commissioners go' before the Court and assess me $llOO. which they claim is the amount of benefit I shall receive. This year they say I am to be taxed s9l. 35 as my share for their blunders. At the rate I am taxed, my first pay ment would be something like $690.26 with 14 more such payments to follow. This $690.26 at 10 per cent com pound Interest would amount to $2883.35, so it would be just about an even break if I should walk out and give them the ranch. Remember what caused the little brush between the United States and England or better known as the Revo lution? Taxation without representa-i tion_ Here we have taxation without' either benefit or representation. I One would think the law was taken from the feudal system which sprang up after the fall of the Roman Empire when the land was all controlled by ; lords or knights who set the tax levy, to be paid in money or homage. | We, however, are not given the privilege o£ settling our taxes by hom- • age. I We pay the homage but it hasn’t a' cash equivalent. Here we are 3,000 years later with a law which gives a court the right to send commissioners out to levy and collect taxes for some-, thing we do not want and whirh the; court will not guarantee. I We have no assurance that the $300,000 will not be fooled away; we have no assurance that this proposed earth dam will not wash out and de stroy our lives and property. The only guarantee we have is that we can pay our taxes or give up the j homes we have given the best years of our lives to build. O. B.
