PfOPtf JO FOOT BILL PRESIDENT INFORMED BY DEMO CRATIC SENATORS THAT PUB LIC AND SHIPPERS ARE NOT ALL ASLEEP. Wilson Hurries to White House to Consult Leaders on Legislation Guaranteeing Increased Freight Rates in Effort to Compel Rail roads to Accept His Terms for Eight-Hour Day in Controversy. Washington, D. C., Jtug. 28. —While 150 brotherhood leaders were leaving Washington Saturday night to prepare for the organization of the impending general railroad strike, President Wil son, facing a rejection of his demands by the railroads, postponed the show down between the carriers and the unions until today. The departing district chairmen of the brotherhoods carried with them the plans for put ting the strike into effect, and left with the union presidents jxiwer of attorney to order the walkout unless the railroads accept substantially the settlement plan proposed by Mr. WU I son. The president proposed the Imme diate t*na< tment of the following legis lation; A provision the effect of which Mould be virtually to guarantee the railroads an advance In freight rates sufficient to offset the 31 per cent in crease in wages involved in the presi dent's settlement plan. Creation of a compulsory arbitration system similar to the Canadian insli luliou which has minimised strife be tween the railroads and their em ployes. Adition of two members to the inter state commerce commission and re organisation of the body for thu fa dilution of its work. Opinion is Against.
