Several bills have been introduc ed in Congress, at the suggestion of the National Editorial Convention, which is of special interest to the newspaper profession. One of them is to prevent mere advertising sheets going through the mails at pound rates, and to prevent the reprint of books, which are sent out at stated times, being circulated at pound rates. The most important to pub lishers of daily papers is the propo sition to give pound rates to papers when delivered by the carrier.
