It should therefore be held strictly accountable for the present mate- rial state of the country. Now what is the condition of the nation, materially and politically, uuuii ucuuianu vuuuvi - v i finance ot the country is recognized to be in a deplorable state. Busi ness is stagnant, enterprise is crip pled, banks have lost the confidence of the people, numerous failures of old well established business houses have occurred, and altogether the picture is sad and deplorable. Now that this is due to a great extent to unwise legislation is a fact that can be substantiated, and hence the Republican party is responsible - , . , . . .. ., lor ttie inundations ot tne ooutn west, by its want o attention to this district and its failure to make the proper appropriations. The unjust discriminations too in taxa tion, by which the commodities of certain sections have been greatly oppressed, have had a great effect upon material prosperity. If we leave the national Congress and go to those states where Republican- ism has had full sway,we find, with out an exception, a most deplorable state of affairs, people burdened with oppressive taxation and shameless pecculation, real estate commanding barely half its price thirteen years ago, and business of all kinds dull. It is rare that we find two things always concomitant without the relation of cause and effect, and hence we are iustified in attributing to the Republican par- ty a condition of things that seems to be inseparable with is rule. If we r,ass from the material to the. m;tinn tha cam ruin awaits us and calla loudly for the overthrow ot the party. Thank uod, we hope the beginning of its enl is dawning upon us. DISKEGARD OF PUBLIC DECENCY. The conduct of the President in removing Mr. Cruss as a member of',the Board of Public Worka at Washington and its official ongin eer, at the demand of his corrupt colleagues, the Ring chiefs, has been most severely criticised by the independent press of the North. The Charleston News and Courier, copying from the Herald an article on the manufacturing industries of the South, which recommended as a means to induce capital to seek invest ment the exemption of.such property from taxation, says that there is no doubt that the exemption of manu facturers from taxation tor a term of years will be a benefit to any com munity, and in South Carolina, as well as Georgia, that exemption has been granted by an act of the Legis lature. For ten years all the new manufacturing undertakings are ex empted from State and county taxa tion, so that capital can be invested in this one way in South Carolina and be free from the excessive taxa tion to which otherwise it would be liable so long as ring rule lasts.
