THE COMMITS BHITTL FBI PAY. JULY 27, 1900. American diplomacy has out shone that of Europe in dealing with the Chinese question. While the other powers have groped helplessly waiting for light to break upon Pekin, this government is the only one which has seemed able to see its way. Secretary Hay's master stroke in compelling Mr. Wu to put the state department in com munication with Minister Con ger surprised and delighted the world. While loath to believe that the message from our minis ter is genuine, the powers are following the example of Secre tary Hay and are asking for mes sages from their representatives. The Oiegonian says of Mr. Mc Kinley's answer to China's re quest for this country to act as mediator in the settlement of the present difficulty: "The ad ministration's answer to China is a piece of first-class diplomacy. We will mediate as you suggest, but the first step in any such ar rangement must be for you to put us into communication with our representatives in Pekin. It is an answer to which no possi ble exception can be taken by China, and yet it puts the em pire in the position of having to act or shut up." Papers throughout the state are commenting upon the action of the board of regents of the O. A. C. in abolishing athletics. The Portlwd Telegram has this to say: Opinions as to the ac tion of the board differ widely. Some uphold the resolutions, and some condemn them. The opin ion ef the majority of able-bod ied men, who advocate the 4 'strenuous life," need not be stated, however. It is too gen erally known. It is only neces sary to compare the vigorous deep-chested student of today witn ins pale, consumptive pre decessor of half a century ago, to see where the advantage lies And this transformation from di sease to health has been brought about solely by intercollegiate contests. For the past several months items of news clipped from the Gazette by leading dailies as well as many other papers ot the state have been credited to a lo cal contemporary. This has caused us no annoyance and has been allowed to pass. When, However, we saw in a recent is sae of the Salem Capital Journa a bombastic editorial under the caption. "No Calamity Howl ing," ascribed to the Gazette, we experienced a reeling ot re sentment. We do not object to being robbed of the product of our labor, but oppose strenuous ly the impeachment of our sani ty. A German paper states that in determining: its attitude toward China, the United States has had to consider the great influence of the Chinese population of this country. This is in line with the announcement of a Spanish paper during the late war, that the president was a Chinaman named Maginly, and that he was a native of Canton. Much surprise is manifested by the uninformed at the delay ot the allies in starting for Pekin, and the desperate resistance of the Chinese at Tien Tsin. It took the French and English allies five months to capture the Taku forts and take Tien Tsin in 1858. Four-fifths of China's debt of $300,000,000 has been contract ed in recent years. It takes money to prepare for war. Newport Notes. W. E. Yates, Senator Daly and Judge McFadden were visi tors here Sunday. They left Monday for Toledo to attend court. Attorney Yates purchased the Hershner summer home en Nye Creek, Saturday. His family will spend the outing: season here. Governor Ueer and wile are here for a short stay. A large number ot campers from Corvallis and vicinity are comfortably located on Nye Creek. There will be considerable work done on the bar by the government engineers in the near future. They have been making preparations for the past month. The government boat Gov. H. G. Wright went out Monday and placed four buoys aronnd the rock lying in the main channel, and made other preparations necessary for the diver to lay mines to blow the rock out. X. Rev.
