THE COBMUS GAZETTE, FRIDAY. ATJGU8T 24, 1900. AS STEWART SEES IT. Senator Stewart, of Nevada, is the latest Bryan war horse to announce his intention of voting for McKinley. After citing the fact that the United States went to war with Spain, urged on by the democratic party, he says: "The popularity of that war was such that Mr. Bryan joined the army. The war was success ful, a treaty of peace was-entered into whereby the United States Agreed to pay $20,000,000 and accept the sovereignty and pub lic property of Spain in the Philippine Archipelago. There was opposition to the ratification Of the treaty. Mr. Bryan came to Washington and persuaded his democratic friends to vote for the treaty and it was through his influence that the treaty was finally ratified. It then became the dutv of the United States to maintain law and order and pro tect the lives and property of all residents. in the islands, whether native r foreign born. "The United States at the time of the ratification of the treaty held military possession in Manila and immediately after tuch ratification of such treaty assumed sovereign ty of the islands. "One Aguinalde had raised a rebellion in Luzon against Spain before the commencement 01 the Spanish war with the United States. This adventurer had sold out or settled his rebellion with Spain for $400,000 before Dewey set sail for Manila, and as a part of the bargain with Spain Aguinaldo agreed to leave the islands and never return. "President McKinley had no authority to buy out Aguinaldo's rebellion against the United States, but was bound by the treaty (which was the supreme life of the land) to maintain law and order and protect life and property in the islands. It re quired a large army and the ex penditure of hundredsof millions of dollars to put down Agui naldo's rebellion. The assist ance and encouragement he re ceived from the Anti-Imperialist League and the enemies of the United States, both at home and abroad, made -his barbarous war bloody and expensive. Con gress, however, made ail the necessary appropriations, pro viding for the executive men and money to maintain' the authority of the United States in the Philippines. The so-called anti-imperialists declared that the policy pursued by the gov eminent to put down the rebel lion and maintain law and or aer, nowever necessary, was 'imperialism' and that giving aid and comfort to rebels in arms against the United States was 'maintaining the principles of the Declaration of Indepen dence.' " Marion Butler, the populist senator from North Carolina, has come into the republican camp, and will support McKinley for president. In the current issue of his paper, published at Char lott, N. C.", Senator Butler says that the methods of the demo crats in carrying the late elec tion were fraudulent, and that no populist can join hands with a party winning elections by flagrant and immoral practices. Speaking of Towne's refusal to accept the populist nomination for vice-president, he says that Towne has the right to refuse, but not the right to dictate to the populists who they shall vote for. The Portland Telegram hits the nail on the head in the fol lowing squib concerning W. R. Struble, a one-time Corvallisite: "Mr., or rather Reverend W. R. Stuble, formerly of Portland, but now of Chicago, after 'lifting His eyes to heaven,' decided that it was the Lord's will for him to support Bryan. This may be offset, however, by the dis covery of another Reverend, who has published a pamphlet showing that McKinley's elec tion is certain because it wa: prophesied in the Bible. A pol itical campaign does develop some very absurd cranks." Henry Watterson, the great democratic editor, gives his esti mate of Governor Roosevelt, thus: "Youthful, well-balanced, a gentleman, a cow-puncher, a man of letters, a man of action, ft clear-headed politician, a dash ing soldier, he has the respect of those to whom ability, both mental and physical, appeals, and he has the admiration of those whom accomplishment, whether in the field of politics, arms or literature, impresses."
