Meanwhile Del egate Rodey of New Mexico is doing "yeoman work" and has issued to the editors of the country an exhaustive appeal for support. . For some unknown reason the house committee on military affairs has ig nored Secretary Root's recommenda tion that the army reorganization bill go into effect only on August 10 next, and has reported the bill in such shape that if passed it 'would legislate Gen eral Miles out of office at once. It is not believed, however, that the; senate will permit such injustice;, and' .) the friends of the general are looking to the senate to amend the bill by adding the clause recommended by Mr'Root.j FOR RENT. Inquire at The president has forwarded to the senate the new Cuban treaty which allows a concession of 25 per cent from the Dingley rates to Cuba in re turn for concessions from the Cuban tariff varying 'from 20 to 40 per cent, the scale being so arranged as to give the utmost advantage to the already over protected manufacturers and tho least to the agriculturists of the coun try. It is deemed probable, that the treaty will be ratified soon after the holidays and that .the house will be asked to enact such legislation as may be required to make the treaty effec tive. Secretary Hay is still working on the Colombian treaty, but expects that it will be completed when congress re convenes. Under the provisions of the convention a lump sum of $10,000,000 will be paid to "'Colombia; to begin with and an annual rental thereafter, the amount of which is still to be deter mined. This' amount constitutes the one stumbling block to the completion of the treaty. Colombia demands a rental of $500,000 per annum, and Sec retary Hay regards the amount as ex horbitant. s Colombia's demand ' .; is based on the claim that she now re ceives $250,000 from the Panama rail way and other revenues which will bring the total to over $400,000. - Tierney's Real Estate Office, 167 BANK. , ' J. The gunning greatly demoralized the mar ket, but the stock was captured. It is said' to have, belonged to James Taylor, of Talbot J. Taylor & Co, in whose 'house Keene makes his Wall street 'headquarters. ' Young Taylor bought the stock in the open market some time ago, and then, so the story runs, on the strength of being large stockholders the Taylors sought finan cial favors from the bank. The bank bided its time, and finally found the opportunity to force the stock into the market by causing a big loan to be called from Talbot J. Taylor & Co. Every share of the stock was taken by the National City bank connections at $290 a share. HEARD IN PASSING HAS NOT ACCEPTED Mr. Roosevelt as Arbitrator Would Please Powers. SCHOOL AND CHURCH. President Roosevelt has not accepted the position of arbitrator of the Venezuelan contro versy. In fact at latest reports he had not received, formally or officially, a re quest from the European powers that he act as arbitrator of the dispute. These statements are made on the high est authority. In an informal manner the president has been notified that the European powers intimately; concerned in ' the present South American difficulty de sire that he should undertake -the re sponsibility of acting as arbitrator , of the points at issue -between them and Venezuela. Thus far they merely have been taking , "soundings" with a view probably of ascertaining how he would receive a formal proffer to act as arbi trator. The president so soon as he re ceived the first intimation that he was desired, as arbitrator of the, Venezuelan controversy expressed emphatically his judgment that the matters to be arbi trated should be referred to The Hague tribunal. . His view of the suggestions made has beep conveyed to the Euro pean powers, together with a strong presentation of his reasons for the view he holds. No response of a formal na ture to these representations has . been received.. The president and Secretary Hay had a long conference . after the . former's return from his Virginia , trip. They carefully went over the situation as it had developed since Saturday, but it is understood . that nothing has arisen to warrant the president in changing his opinion as to the undesirability of his acceptance of the position of Arbitrator. So far as can be learned no specific rea sons have been advanced by the Euro pean powers for objecting . to a refer ence of the Venezuelan questions to the arbitration of The Hague tribunal. It is held by the administration that the tribunal at The Hague was constituted to arbitrate just such controversies as that which has arisen between Vene zuela and the powers and that it would be desirable from every viewpoint that the present dispute should go to that tribunal for adjudication.
