WE MUST WORK AND SAVE Produetlon Must Be increased and Money to Accomplish This Must Come From People. The United States has come out of the world war stfonger flnanclally, economlcally, socially, than any other of the major nations. Yet even to the United States thers has been lest a herltage of acute Prob lems pressing relentlesaly upon tbe public mlnd for answer. Nevcr with in the memory of two generations have the people of this country been so re Bolved to meet current issues squarely, so deternilned to find solution for those Problems whieb are oppressing them, and to bring about a better social and economlc conditlon. It is a Situation In which the lead ers of public thought and action busl nes men, thoughtful women, men and women of influence in every sphere and line of work must assert their leadership. This is no time to theo rlze. It is time to do somethlng. ' The root of this conditlon of the pub lic mlnd lies in the cost of living. It is this that has led to the establlsh ment of that unfortunate processlon In which wages for individual labor, pushing up and up, have been constant ly and inevltably outstrlpped by the prices of the commoditles which those wages must buy. Unfortunately, this process Is called, because it does not accomplish and never can accomplish any permanent readjustment of tha conditlon which it seeks to remedy. Its only poswlble consequence can be an Interruption of tbe procesaes of produetlon, which must lndultably cause, not an improve ment, in. but an accentuation of the 111. For what is it that really underlles this public unrest? Is it not that shoes now cost $12 where tbey once cost bIx, nor that food stuffs have doubled in prlce. This is already gen erally admitted. The public will gladly pay theae prices, provided that they can pay them and still have proportionately as much lest, after the necessitles of Ilse have been provided, as they used to have. It is a question, not of tbe cost of living, but of the margin between the cost of living and the amount earned. "In a word it is a question of Thrlft Thrlft in produetlon, which will tend to increase individual earnings and Thrift In consuinptlon, which, by a preventlon of useless destruction of goods, will tend to increase the general eupply of goods and reduce prices to the consunier," says a Statement is sued by a Treasury Department offl cial. And this applies not to any speclal group or class, but to every man, wom an and chlld in America. It applies to the manusacturer and the artisan, to the housewife and the school chlld. Above all, it applies to those in posl tions of leadership for It is to them that the country looks for example. Practice and encourage Thrlft, system atic saving and regulär Investment in some safe security like War Savlngs Staraps, Treasury Savlngs Certiflcates and government bonds." These new Savlngs Certiflcates are the most appealing securities ever of fered by the government. They are in denominations of $100 and $1,000, bear lnterest at the rate of 4 per cent, com pounded quarterly, and to all lnter ests and purposes are exempt from taxation. They may be redeeraed at any time two months akter purchase by giving 10 days notice. They can never de preclate below par, for they bear on their face the value at any glven date before maturlty. M'ADOO THINKS CLEARLY Former Secretary of the Treasury Shows Necessity of the Com mon People Saving. "Either the people as a whole must finance the government, either through taxation or bond purchase, or the gov ernment must borrow from Individuais, from banks, or from corporations of large fortunes. If It does the latter, these lnterest hold exactly the sanie relation to tbe government that the holder of a flrst mortgage does to the owner of the propnrty and the payer of the lnterest. If. on the other band, the debt is dlvided between mllllons of citizens who are the government. the relationship is as dlfferent as is a co-operative society from a Uriah Heep." William i''hs McAdoo, in PIctorial Review. The United States needs the money you invest In War Savlngs Stamps. Buy them every week. They bring 4 per cent lnterest, compounded every three months. They glve you a bare in the government of the United States, Un-Ltd. meaning unliralted. Back Mr. 1 brist lo wln tho World', Serie, from General H.C.L. With everyoue rootlng for bim, hell wln eosy.
