No. 7 OFFICIAL COUNTY BOARD PROCEEDINGS Board of Supervisors Meeting Jannary IS, 1946 A regular meetlng of the Board of was held at the Courthouse in the Supervisors for the County of Gogebic City of Bessemer, on Tuesday, the 15th day of January, A. D. 1946, at ten o*- clock in the forenoon. ROLL CALL PRESENT: Supervisors Achatz, Bed ell, Chappell, Chlebowskl, DeStasio, Guz zo, lafolla, Jacisin, Johnson, Kangas, Kelly, Lahti, Lawyer. Lusa, Matrella, Mazanec, Olson, Slivensky, Thomas, Wilson and Ben Goldman, Chairman. (23). ABSENT: None. (0.) APPROVAL OF MINUTES It was moved by Supervlsor DeStas io, supported by Supervlsor Slivensky and duly carried that the mlnutes of the preceding meeting be approved as published. COMMUNICATIONS Communications from the University of Michigan, Louis Mezzano, State Rep resentative, Arlon G. WELFARE CONSOLIDATION The follovving Communication was read to the Board of Supervlosrs. Gogebic County Board of Social Wclfare Gogebic County, Michigan January 14, 1946 Hon. Chairman and Members of the Gogebic County Board of Supervisors, Bessemer, Michigan. Gentlemen: Consolldation of the Department of Social Welfare and the Bureau of Social Aid has been uder way for the past two years, combinlg the positon of the Director and Supervisor under one liead in order to promote more local control of welfare. The Gogebic County Board of Social Welfare has carefully studied this pian and does fully appreciate and realize that such consolidation will be for the best imerest of the county and recipi ents of public assistance. We therefore, recommend your ap proval of the consolidation of these de partments under the supervision of our present Director, Frank J. Duda, in or der to assure County control. We al so recommend that the present B*ireau Supervisor be retained as outlined in the program of the State Welfare Com mission. This pian has been recommended to the State Welfare Commission by the joint session of the State Board of Sup ervisors and the State Association of Social Welfare Boards. CLAIMS AND ACCOUNTS REPORT A meeting of the Claims and Accounts Committee was held at the Courthouse In the City of Bessemer, Michigan, on Wednesdn.v, January B, 1946 at 4:00 P M. Roll Call: Present: Supervisors Bullns ki. DeStasio, Achatz. Chappell, I lisä, Matrella. Johnson, Thomas and Lawyer. Absent: None. The claims presented were audited by the members present and lt was recom mended that the claims be allowed and pald, subject, however to such exeep tjons and recommendations as are here in made. Labor and the Infirmary Committees with instructions to obtaln detailed In formation from both the County Wel 4are Department and the Bureau of Socl ai Aid and to report back at the next meeting of the Board of Supervisors. Motion carried. ALLOCATION OF WELFARE FUNDS The following request was recelved from the Board of Social Welfare: "The Gogebic County Board of Social Welfare respectfully requests that it lie allocated the following sums for Direct Relief, Hospitalization, Administrative costs and expenses of operatlng the County Infirmary durlng the month of January 1946. A. Ravey, Jr., Chairman Ralph C. Olson Clare J. Haskins It was moved by Supervisor Mazanec, supported by Supervlsor DeStasio that the request be granted. KEGISTEK OF DEEDS Applications having been recelved pur suant to the decision of the Board at its December meeting to hire an extra clerk for the Office of the Register of Deeds, it was moved by Chappell, sup ported by DeStasio and duly carried, that the Chair appoint a Committee to examine the appllcations received and that a short recess be taken to* allow the Committee time to make its examination and report. The Chairman appointed the follow ing committee: Supervisors Edward Ol son, Joseph Slivensky, Louis Mezzano, Frank Guzzo and John Chlebowsxi. A short recess was then taken. On its return, the Committee report» ed that applicatlons had been received from Milton Krznarich, Lawrence J. Cabianca, James Gervasio, Louis J. Rav elli, Frank Wiercinski and Valentine Bielecki. Mrs. Rummel, Register of Deeds, recommended that Milton Krzn arich be engaged for the position. The Committee concurred in her recominen dation and informed the Board of Super visors that it approved the engaging of Mr. Krznarich. Moved by Bulinski, supported by Ja cisin, that the recommendatlon be ac cepted. Roll Call: ' Ayes: Bedell, Bulinski, Chappell, Chle bowski, Guzzo, lafolla, Jacisin, Johnson Kangas, Kelly, Lahti, Lawyer, Lusa, Ma trella, Mazanec, Mezzano, Olson, Sliven sky, Thomas, Wilson and Goldman. (21). Nays: Achatz and DeStasio. (2.). Motion carried. MONTHLY BUDGET REPORT The monthly Budget Report showing the condition of ali county funds, was submitted to the Board of Supervisors by the County Auditor. On motion by Supervisor Achatz, sup ported by Supervisor Kangas, and duly carried, the report was adopted and a concise summary of the same was or dered incorporated into the minutes of this meeting and published. Carlson, of Ironwood, appear ed before the Committee to request that he be premltted to lease from the Coun ty of Gogebic the following parcels of land: The NE»/4 of NE'/ 4 . the SEV« of NE'/ 4i and the NE‘/4 of SE 1 /*, n Section 14, T46N, R46W. Mr. Carlson has recent ly been released'from service and plnns to operate a beaver ranch on the site, as McDonald Creek flows through these descriptions. The County has created a flowagc in that area by «building a dam in the NEV4 of NE'/ 4 . A number of years ago, In a smaller way, a beaver ranch was in operation on the same site, with which Mr. Carlson was then associated. Since that time, he has de voted a good deal of study to the rais ing of beaver, having in mind the estob lishment of a beaver ranch when he re turned to civilian life. He has been in contact with several Federal agencies and many State agencies on this ques tion. The States of Michigan, Wiscon sin and Idaho hnve promisqfl their co-op eration by furnishing him with his initi nl stock from their State experiinental farms. The Federal Bureau of Btologi cal Survey has offered him two sites, one in the State of Washington and the other in Canada but Mr. Carlson be lieves the sitein this County has advan tages superior to those offered or to any other site In the United States within his knowledge. He intends to begin with a miniinum of 25 jfhirs of beaver and Invest upwaids of $7,000 in the pro ject. The Committee was very much interested in the pian. On motion by Slivensky, supported by Lusa, aitd duly carried, the Committee voted to recom mend to the Board of Supervisors and the County Forestry Commission that Mr. Carlson be given a lease on the lands for a period of twenty years and that the terms to be incorporated mto said lease should be deeided at a meet ing to be held by the Conservation Committee and the County Forestry Commission with the assistance of the Prosecuting Attorney. BLACK RIVER DAM As the money therefor has already been appropriated, it was moved by Johnson, supported by Slivensky and duly carried, to recommend to the Road Commission that construction of the dam on Black River should lie be gun next spring and that if road Com mission employces cannot be spared for the work, the job should be let out on contract. LAKE TROUT Moved by Kangas, supported by Lusa and duly carried, that Representative Louis Mezzano be requested to confer with Mr. Westerman, liead of’ the fish division of the Department of Conserva tion,. registering the pas.sage of a new bill which would ainend present laws to more adequately control the taking of lake trout from Lake Superior. A meeting of the Conservation Com mittee, held at the Courthouse, on Fri day, January 4, 1946, at 2:30 P.M. Present: Supervisors Norbert P. Aohc atz, Chairman: William F. TIMUEK CUTTING REGULATIONS To the Committee was referred a pro test against a bill in the State Leglsla ture which would establish certain regu lations to govem the cutting of timber. The above named local loggers were asked to the meeting so that the Com mittee could obtain a representative loggers* viewpoint. The discusslon also covered future use of cutover lands. At present, it is difficult, even under the Commercial forest law, for owners to pay taxes through the long years be fore another crop of timber grows up. As a conscquence, cutover lands usuaiiy revert to the State for non-payment of taxes and the County, Townships and School Distrlcts are deprived of further taxes from such lands.. Chairman Ach atz proposed a pian for discussion. If it can be workea out, it would provide that the landowners, when they have finished cutting, would give a trust deed on the lands to the County Forestry Commission. Therenfter, no taxes would be assessed but the Forestry Com mission would set a book value on such lands, which would gradually incrcase as a new crop of timber grew up. The Secretary of the Commission would keep an exact record of such ands and, also, a record of the taxes that would have been payable on such lands, had they remained in private ownershlp. The book value placed on such lanas w«uld be considerably below the assrss ed valuation ordinarily placed on such lands. At the end of perhaps forty years, or whenever the timber is ready for cutting, the original owner would be given a permit to cut a limited per centage of the timber each year, condi tions upon the payment of a sum which wouid be the equivalent of the tax rates which were levied while the land was held by the County, plus a small pay ment per aere for admlnistrative costs. The monies so received would be distnb uted to the County, Townships and School Distrlcts in the same proportions as they levied taxes. A long discussion was held but the subject requlres much further study. particularly as to its leg ality. It will receive the further atten tlon of the Committee and local loggers. A committee from the Ironwood As sociation of Commerce appeared before the Committee to urge thai horse racing be included at the 1946 Fair. The spokesman for the Committee was R.A. Heidemann who, on behalf of the Asso ciation of Commerce. promised to aid wlth the ralsing of money for the pur pose and render whatever other assis tance the Fair Board might desire. He suggested n purse of 52.500 In prlze money and recommended that outside horses be Invited to particlpate. A committee of horsemen. headed by Ho mer Reace, also appeared at the meet ing to request that horse races be held nt the 1046 Fair. Patrick Kelly, Bernard Mazanec, Frank Guzzo, Frank Jacisin and George H. Lawyer, Chairman of the Airport Committee. The meeting was called at the request of the Airport Committee, with the ap proval of the Board of Supervisors, to inquire of the Welfare Commission lf the tractor it owns could be rented or purchased by the airport Committee for useat the County airport. In the sum mer It would be needed in conjunction with a mower to keep the grass cut on the field and In the Winter it would be needed to plow snow at the local air port. Frank J. Duda, Director of the Social Welfare Department, attended the meet ing as the representative of his Depart ment. From the discussion, it develop ed that the tractor is needed at the In firmary from time to time during the summerin farming operations but that the Infirmary has no need of lt during the Winter. On the other hand, at the Airport, lt would probably be sufficlent lf the grass were cut down two or three times.. In the Winter, however, lt would be needed almost coAstantly. It would be posslble to have the use of the tractor for cutting the grass at the air port in between the times lt is needed at the Infirmary during summers and it could be kept at the airport during the winter.s. Duda offered the airport the use of the tractor when not needed at the Infirmary, free of any charge, provided only tnat it be kept in repair.
