The special com mittee appointed by the Balkan pleni potentiaries drafted a note today noti fying the Turkish plenipotentiaries that they propose to berak off the peace negotiations.' The note was not submitted to the Balkan-delegations, which held no meeting today. The note as drafted is very brief. It reminds the "Turks that since Jan uary 6 the sittings of the peace con ference have been suspended, without Turkey making any move toward their resumption, while events in Constan tinople are the best proof that Tur key's anBwer to the demands of the allies concerning Adrlanpole and the Aegean Islands will be negative. On this account, unless the Turkish delegation has fresh proposals to make the note points out, the allies see no alternative but definitely to break off the negotiations. The Servian ex-premier, M. Novako vltch, will give a luncheon Tuesday, in honor of the other delegations, after which a meeting will be held for the purpose of examining the note. Thus' another day will be gained before the question of re-opening the war. Get Bond For General SJckles. New York, Jan. 28. Mrs. Helen D. Longstreet, widow of the fomaus Con federate general, came to the aid of her husband's civil war foe, General Daniel E. Sickles, today with an of fer to raise $23,476 among the "ragged and maimed followers of Lee," to pay General Sickles' alleged -debt to the state of New York. Sheriff Harbur ger, -who arrested General Sickles to day in the civil suit, brought by the state to recover the- money,' also sent letters to many of the richest nien in New York, asking them to aid the aged Teteran. In a bat tle between a Sheriff's posse , and John Haran, the outlaw, at the letter's home near Riding Mountain-today, a woman and child were shot to death by officers. The bodies of two soldiers of the company sta tioned at Fort Yellowstone iu the Yel lowstone National Park were found frozen to death today 25 miles from the fort. Electrocution instead of hanging would be the pun ishment for first degree murder in the District of Columbia If a bill .passed by the house today and already pass ed by the senate is signed by Presi dent taft.
