Three transcripts of the vote of each state will be made and certified one to bo deposited with the Judge of the United States Court for the district in which the Electors meet ; one to bo sent by mail to the President of the Senate, and one to be sent by messenger, to be delivered by him in person to the Presi dent of the Senat.1.
