CLAIMS' The bill introduced by Delegate Mansanares when in congress, hav ing reference to the settlement of pri Tate land olaims in New Mexico, Ari zona and Colorado, by means of a oommission, will, we think, be found to be satisfactory not alone to the in terested parties in these claims but to the people of the southwest ss well. Delegate Joseph has shown his in fluence upon legislation at Washing ton as affecting the interests of the territory he represents by bringing so important s. matter to thé point of action Upon it by the house commit tee and securing its passage. The settlement of these claims is an im perative necessity. The methods now in operation, under the executive depatfmoat are top complicated and slow for anyone to expect adjudica tion of rights on all these claims dur ing the lifetimo of the present gen' ration. In the meantime the ma terial interests of the country are suf fering under the general uncertainty . as to title in the properties repre sented. ' The surveyor general of thej territory under the foregoing plan is giving to his work a .faithful investi gation of the claims as they are taken tp,r but tbe number that must be ex amined into . and reported upon by . him extinguish the hope almost of his ability to complete tbe work within a reasonable time. Then, too, his reports must go before the commissioner of the general land of-1 ficé and then 'for final settlement to congress. The preent plan redupe itself to system of recommendations only, and should congress not find It convenient, to concur (a the recom mendations made' by I the surveyor general and. the general land office we are no nearer the settlement of the vexed question than before. The work of the commission now recom mended to be created for handling the" entire" mstter' of "private" land claims and whose decisions shall be final, will be an expeditious way of getting at the matter, and just at this time quick and decisive action is particularly needed. As regulated by the bill, the provisions of which, were printed in our telegraphic dispatches yesterday," the comrjiiiigiQn will have authority to investigate all claims and to call, for papers and testimony, and it- is to be hoped to get at facts. These claims in their unset'tlerj con dition have hung over the) country like a portentous cloud which; hap pily we now see a way of dispelling in the labors of the commission pro posed. The commit lion will consist of three persons and should have one member of the board from this territory, though with the facilities that will be given to it In the prosecution of its duties this) may not be a necessity. The amendments to the original bill provide' that be fore title shall be confirmed the claimant must show that all taxes due have been paid; that previous to thé hearing the number oi acres shall be determined upon as belonging to the tract in question and the decision of the commiesion must be on'y upon the amount of land agreed to before the caw was opened; and that no alien or person not a citixen of the United States shall acquire title to land un less his right to the samo is clearly provided for by one of the treaties referred to in the bill. The full text of the bill will be laid beforo the readers of The Gazettí within a fow days, and the consensus of opinion in this territory must be that congress has acted wisely in considering the plan proposed, snd, we trust, in pass ing a measure that will in practice settle once for ell our private land claims.'
