NEW YORK, Jan. 29 The season of fashion has brought forth nothing more charming than the bebe blouse, soft finished, are very youthful. The character Is of a very wholly natural grace, as contrasted with the archi tectural surplice, with its inverted V finish, and the Intricately banded bod Ices that are created from time to time. Found more often In Taffeta gowns, they are very short waisted, the blouse merely falling over the bust, and there girdled. A fluting of rib bon often marks the round dccollet age, which Is occasionally filled in by invisible tulle folds. Tiny sleeves which are merely ruffles of puffs, Invariably alleviate the harshness or line which an entirely uncovered arm gives. As in a heavy cream taffeta, sparsely brocaded in gold, the sleevei were triple ruffles of fine, large mesh gold lace. And the lace was drawn softly above the shirred decolletage line, and a fluting formed the girdle. It showed, too, in a single narrow gathered ruffle at the bottom of the very wide skirt. The surplice may be employed to give almost as simple an effect, when delicately handled in one tone. This was seen in an exquisite model, which might have been a modification of a Grecian waist or. the bebe blouse. In morning glory purple chiffon, the bod ice seems to be of one round piece, but analysis proved that it was a sur plice, narrowed at the shoulders as in the Grecian gowns. Its sleeves were short and full of floating under neath. The bodice bloused softly, and was caught in at the front by a girdle of morning glories. Below, the chiffon skirt blew out to delicate fulness. It was caught in at the bottom, at each side, and In back by a small cluster of the colorful blossoms. The interview given out recently by Lord Kitchener In which he declares that the war will not commence until next May when the weather breaks Is considered most significant by all of the belliger ents. "K. of K.," as General Kitch ener is affectionately called by the British people, is always conservative in his estimates. His statement will be taken by many to regard a boom in business a considerable set beck. Tourists planning visits to Europe probably will be influenced by the Kitchener views also. The working people and hotel managers are not a bit encouraged over the prospect, for with summer business cut down to a minimum by a lack of visitors, there seems no prospect of catching up the losses already occasioned by the war. Not only is Germany said to be short in her steel and copper supply, but lead also. It is prophesied that within a month or so there will be no steel in the country. Many busi ness men in Germany ere complain ing of the maximum prices fixed by the government, saying that the scale of prices is killing the few industries left alive. Realization of the short age of these necessities in war mak ing Is just becoming general in Ger many and is causing no little doubt as to the ultimate conclusion of the war, according to certain of the war correspondents. 8trong Dissimilarities.
