over Cuba. The treatment of this

quishod by the operation of the pro
tocol signed in Washington, and that
the evacuation of the is4laudk, is in
p rogress. Thle fact, h owever, that

anid no motive for this avoidanice can
be .imagined except ani underly ing

to give Spain an op)portunity to re
