what would be the fate of white men
who might not have the cash; but
everybody knows that if the negroes
would have to work out their tax on
tbe public highways the whites would
too.
If the Comptroller-GeneraFs plan of
doubling tbe assessments were carried
out and the assessments were doubled it
would increase the taxes $300,000?
since the constitutional 2 mill tax
remains 2 mills no matter what the as
sessments may be. Tbe 2-mill school
tax would then raise about $600,000.
If. the Governor's recommendation to
wake -the poll tax ?3 were carried out
It would increase the taxes $250,000.
The poll tax would then raise about
$375,000.
The income for public schools is now,
in round numbers :
Two miU tax $300.000
?oli tax 125.000
: Total $425.000

Two mill tax $600,000
Poll tax 375,000
Total $975.000
It is apparent, therefore, that the
plans proposed by the Governor and
the Comptroller-General would add
about $550,000 to the taxes the people
have to pay. But they would provide
ft magnificent school fund that would
enable the free schools to run more than
eight menthe, instead of three and a
half.
The question is : Are the people will
tag to pay these additional taxes ??

Democracy.
In these days of so much political
-doubt and unrest it is both refreshing
and reassuring to read such a strong
and statesman like presentation of
D?mocratie faith and practice as that
from the pen of Senator Gordon, of
Georgja, published ou our first page
iu this issue.
He passes in rapid review the
--warioua - evils of Federal legislation,
^firom "which our people are suffering,
and then fastens the responsibility
for tlteee iniquitous governmental
policies where it justly belongs.
Their Republican origin is laid barf
by the direct statement of facts which
challenge successful contradiction.
Daring these thirty years of national
t Republican rule the evils of which the
^tearmasses of the people complain,
And justly so, have taken root and
become embodied in our laws as the
settled policy of this party. It is the
party of the conqueror in the late
- civil war,wliich enthroned it in power
and made possible the long list of
legislative enactments laying such
heavy tribute on the conquered
territory. The tribute has thus been
laid and collected, all the while under
^the guise of legislative enactment it
is true, but none the less is it tiibute
levied by the victor upon the confines
of bis prostrate and conquered sub
jects. In this history was only
repeating itself. The armai* of war
teem with recitals of conqnest by the
conquerer. and while ours may have
been more subtle aud refined than
those of olden time, it has been none
the less cruel and exacting It has!
been, and still is being, paid to the
uttermost farthing.
But resistance has been made, a*
best it could, against these Ruptibli- j
can policies and usurp?t ions. During
ah* this foag period of plunder the f.?g
of levolt has been carried by the
Democratic party, which has stood by
and for the people. The days have
been dark, the trials have tried men's
souls,but through it all the Democracy j
lias been faithful as the champion of
the people's riglits, confronting and
fighti ng the corruption, extravagance
and usurpation of the Republican
party in States and in nation, until
today an overwhelming majority of
the American people are ready to
join in the revolt and sound the death
knell of the party and policy of plun
der. In one sense the Democracy
has done but little, but in another it
bat done much. When we remem
ber that the Democratic party has not
had control of the national govern
men,for one session or one day for the
last thirty years, we need not look
for any radical change of govern
mental policy enacted by it, for the
simple reason that it had no*, the
power But the American ppople,
and especially the people of the South,
have cause?just cause?to rejoice I
that the brakes have been applied by i
tlie Democracy. a?d that much of j
threatened disaster to our prosperity. |
peace and liberty has been averted by j
Democratic statesmen who have jointd j
hands on the Soors of 1'ongress from
the North, East aud West. Take as j
?if mustration of this the defeat of the
force bill, which is still fresh in the
minds of all ; hut this danger has not i
ytt bteu put behind us. should the I
Republican party gain control of the
House and retain the Senate and
Presidency, the storm would burst in
fresh fury upon our heads, strewing
its dreadful track with the dearest
rights and liberties of our people,
y Where, then, is the true, the loyal,
the patriotic citizen and Democrat
who can stand up and charge the
Democracy with bei?g guilty alike
wkk the Republican party for the
existence of the evils which so sorely
afflict our people? ?s is shown
conclusively by Senator Gordon, such
a claim is far wide of the trath ; and
he who makes it in the light of these
indisputable facts of party history
cannot be^at heart a Democrat, how
ever .^r?c?ily he may bo arrayed in
Democratic garments.
What would be thought of the gal
lantry, the chivalry, the honor of a
man who, while professing and prof
fering his love to one woman, should
secretly lavish his love upon another ?
Would lie not merit and receive the
just condemnation all right thinking
men and women ? lie who thinks the
Democratic party no better than
the Rupublican8 has no place in its
ranks, and should be accorded no
voice in its councils. He should be
xe^arded as a traitor in the camp, for
at his hands Democracy would be con
stantly in danger of receiving a mor
tal wound in the house of a professed
friend From such faith and practice
may Democracy ever be delivered !

It is quite noticeable that the persons
who have fairly and fearlessly criticised
Tillcian's administrate and shown up
bis weakness and failures have done
this unpleasant work without any hope
of reward or expectation of promotion.
In fact they have done this work in the
face of boycotts and vituperation. Ou
the other hand, so far as we are able to
judge, the persons who have on the
stump, or in the press, given Tillman
unstinted and unqualified praise, are
either seeking votes by holding to his
coat tails, or through the iofiuenc of
the administration tbey expect to get
their noses :n the public swill tub
When an ambitious office seeker is talk
ing or writing for votes, he can get ter
ribly in earnest. When a place seeker
is looking out for ?100 a month from
the public treasury be can say and do
things that he would not dream of
under other circumstances. Even our
Republican friends who are strong
Tiilmanites hope to get into power over
the corpse of a Tillmanized Democracy.
They believe that four years more of
Tillmanism will dismember the party
and give them a chance. Jus twatch
the communications of the papers and you
will see that selfishness and self interest
