OUR CORRESPONDENT'S VIEWS.
Opening of The Presidential Cam
paign, Boer Envoys, Internal
Revenue Taxes, Etc.
Washington, May 'Si. Signs of the
opening of a Presidential Campaign are
plentiful in both branches of Congress.
Hardly a day passes without a partisan
wrangle. In the Senate the Bacon
resolution for aCuban investigation and
the Philippine bill have furnished the
basis for a number, and the House is in
such n wrangling niood tli
got up a political.-pat ov
amend the extradition law ro us to
cover the case of Neely, ultliough prac
tically all the members regardless iof
party favored the, bill Itself. It js tho j
old, old game of making political cap!-1 '
tal that Senators and Representatives
are now engaged in. I5v,en the adjourn
meht resolution adopted by the House
was so used, the claim being made that
Congress should remain in session and
pass needed legislation; but no votes
were cast against the resolution.
A light seems to have dawned upon
the minds of the Boer envoys, who are
still in Washingron, where they have
received courteous treatment, but no
ottlcial recognition. They now say that
they wish it distinctly understood that
they desire to avoid any partisan dem
onstrations that may be construed to
,mean that their sympathies with one
political party in the Uniled States are
stronger than with another. They ex
pect to visit a number of the large
cities for the purpose of trying to
arouse public interest in some sort of
movement that will bring peaceN-in
South Africa without the extinction of'
the two republics.
Representative Richardson, minority
leader of the house, announced himself
very positively this week as favoring
the immediate ropeal of the war tax on
beer.
The house cominitteo on ways and
means is to sit during the recess to
grant hearings to" those interested in a
reduction of those internal revenue,
taxes imposed on account of the war
with Spain.
