It is too eary to pie diet with accuracy the exact pro visions of this highly controver slal measure If and when it Is enacted into law, but since you have expressed to me a great m 1 terest in this type of legislation, I feel that 1 ought to make this little explanation to my anxious friends who want to keep America out of war. The following is quoted from a letter I addressed to one of my constituents who reproved me for a wrong vote, as he thought, on the neutrality bill. More than human wisdom is required to determine what is the best course for our country to take In these critical days. “When the Bloom Neutrality 1 Bill was before the House I voted foi an amendment which would pre 1 vent the sale of guns and muni tions to warring nations, and later I voted not to recommit the bill and finally I voted In favor oi passing the amended bill. It was argued at the time, that we ought to repeal all embargo on shipment of arms and we ought not to lay even a limited embargo as the Vorys Amendment did to rhe Bloom Bill. I reasoned something like this: We have not yet passed any measure to take the profits out of war. If we have no embargo on shipment of arms, and if war breaks out in Europe we shall be called on to furnish guns, ammuni tion and all the implements of war to anyone who can obtain credit enough to buy them of us. Now I’m not in favor of financing another European war, and I’ not in favor of turning our country into an arsenal for the rest of the w’orld. and I’m not in favor of selling instruments of death to the rest of the world to swell the profits of munition makers, even American munition makers. I know it is said that our sale of arms to other na tions would enable our own muni tion makers to keep their factories of death operating efficiently and at capacity, which would be a good thing in case we ourselves got into war. There may be some point to that argument but I prefer that we use other methods of keeping our factories ready to produce our own war needs. You know, of course, that I have no desire to help Hitler or any of the other dictators. I can easily think of a war in Europe in which our sympathies will be with the democracies against the dictators. In such an event we might want to furnish our friends with war time needs. Even so I insist that we take proper step» to curb the munition makers even though we may want to furnish aid to our friends. B. Boone, our Post master, from Major George D. Hamilton, Recruiting Officer for the Marine Corps In the Post of lice building in Los Angeles, Cali fornia, in a. recent letter Major Hamilton stated that there was reason to believe that one third of the total unemployed in the United States were young men be tween the age» of 18 and 21, most of whom had the handicap of in complete schooling or training in specialized work to hamper them in their search for a permanent place in a world which had proved to be a complex problem for men of mature years and wide experi ence. The changes and increase in the tempo of living in general through out the United States which made themselves felt immediately follow ing the armistice in 1918 and con tinue to this day have had a counterpart in the Military Service calling for a well developed schedule of training and specializa tion in all phases of the military profession. Every effort is made to obtain the enlistment of the type of young man possessing the capacity to absorb instruction first in basic or academic training and ] then in the specializations of the work of the Marine Corps. Many j methods have been attempted, in eluding a schedule of basic in struction by designated teachers in j large posts and bases of the Marine Corps with moderate sue cess. Mr. Kirby has his hands full supervising the fixing up of the grammar school yard in pre paration for next fall and with the new building being under construe tion at the same time. Mr. A. E. Taylor returned last Sunday from a two weeks vacation and is back at his duties in the post office.
