NOTICE BONO ELECTION Upon motion by Springer, seconded by Stephens, the town council "by unanimous vote, passed and adopted the following resolution and order: Resolution and Order. WHEREAS, in the opinion of the Council of the Town of Clifton, Ari zona, the interests of the town . re quire that bonds of the town be issued for the purpose of acquiring funds for the construction and reconstruc tion of river walls, the construction of bridges, and the reconstruction of roads' and highways in said town, and a town indebtedness be created tlfere- for, and . WHEREAS, the town council of the said town of Clifton are of the opin ion that the interests of the town and the public good demand the ac quiring of funds for such purpose in the aggregate amount of one hundred sixty thousand dollars ($160,000,) the same to be -acquired by issuing the bonds of the town in said amount; and WHEREAS, the town of Clifton has no existing indebtedness and has taxable property amounting in value to $5,829,808.93 and the said sum of one hundred sixty thousand dollars ($160,000) does not .-exceed four (4) per centum of the value of the taxable property in the town . of Clifton; and . i . WHEREAS, it is provided by Chap ter n of Title 52 of the Revised Statutes of Arizona, .1913, Civil Code, that prior to .the creation of such in debtedness and the Issuance of Buch bonds therefor, the question whether such indebtedness shall be authorized shall be submitted. by the town coun cil to- the vote of the. property 'tax payers who in alt - -other respects shall be qualified electors in , such town, for their determination. --;- ' NOW THEREFORE, BE IX RESOLV ED, and ordered and it is hereby order ed by the town council of the Town of Clifton, Arizona: 1. That a special election by the property taxpayers . who in all other respects shall be qualified electors in' such town, be and the same is hereby called for Monday, the 15th day of January, 1917, for, the purpose of de termining whether such indebtedness sball be authorized. "2: That at said election .the follow ing question be, and the same is here by submitted . to the property tax payers of the town of Clifton, Arizona, who in all other respects shall be qualified electors in such town, for tbeir determination, to-wit: Shall the town council of the Town of Clifton, Arizona, be au- . thorized to create an , indebted ness on behalf of the town and upon the credit thereof by issu- . ing the bonds of the town in the aggregate amount of one hundred sixty thousand dollars ($160,000),., for the purpose of acquiring funds for the construction and recon struction of river walls, the con-:, struction of bridges and the- con- -struction an reconstruction ...of , roads and highways in said town - said bonds to ' bear date the 1st day of February,' 19i7, and -to. mature, serially eight thousand dollars, ($8,000) on the 1st day of February, 1918, and eight thousand dollars ($8,000) on the 1st day of February of each year thereafter to and including the year 1936, said bonds to bear interest at the rate of six per cent .per annum, payable semi-annually : on the first day of February,- and , ' the first -day of August in each i year. i -. -. - - , - ' 3 . The ballots shall be printed . with jblack ink 'on white paper- of . suffi cient thickness to prevent the print ing thereon from being discernable from the back. .-The ballots shall be headed. Town of Clifton, Arizona.- . Question Submitted: . Shall the town council -of the : Town of Clifton, Arizona, be au thorized to create an indebtedness 'on behalf of the town, and upon the credit thereof by issuing the bonds of the town in the aggre- gate amount of one hundred sixty ; thousand dollars ($160.000)for the : purpose of acquiring funds for the . construction and reconstruction ' of river walls, the construction of ' bridges and the construction and reconstruction of roads and high ; ways in said town, said bonds to . bear date the first day of Febru- ary, 1917, and to mature serially eight thousand dollars ($8,000) on the first day of February, 1918, and eight thousand dollars ($8,000) on the first day of February of each year thereafter to and in cluding the year 1936, said bonds to bear interest at the rate of six per cent per annum, payable semi annually on the first day of Febru ary and the first day of August in each year. FOR THE BONDS I- AGAINST THE BONDS (The voter shall indicate his vote for or against the proposition submitted by placing a mark (X) in the square opposite the group of words expressing his choice.) 7. The town council shall cause the ballots to be printed and distri buted and shall furnish a sufficient number to the judges of election ap pointed. ' , 8. No ballot for or against said question shall be received by the judges unless the person offering the same shall be a property taxpayer of the town and also in all respects a qualified elector therein. 9. The returns of said election shall be submitted to the town coun cil of the town of Clifton within 12 days from the date of such election; whereupon said town council shall hold a special meeting on the first Monday succeeding said 12th day for the purpose of canvassing the vote cast at - said election, and they shall immediately thereafter by certificate declare the result of said election and said certificate of the result of said election so made shall be prima facie evidence of the complete per formance of all the Conditions and requirements precedent to the holding of such election. - 10 If a majority of the property taxpayers in said town who must also in all respects be qualified electors therein voting at said election, shall vote in favor of the creation of such indebtedness and the . ' issuance of bonds for the purpose aforesaid it shall be the duty of the town council immediately upon' - - canvassing the vote cast at said election' ' as above provided, to file and record in the of fice of the County Recorder of Green lee County,-State of Arizona, ft certi ficate showing the subject 'of such election, the total number of votes cast thereat, the total number : of voes cast in favor of the creation of such indebtedness and the total num ber of votes cast Against the Creation of such Indebtedness; and such cer tificate shall contain a further state ment 'that the creation of such in debtedness is ordered and' thereupon it shall immediately become the duty of such Town Council to take such steps as are required by law to carry out the object of such election. 11. The Town Clerk of the Town of Clifton is hereby authorized and directed to cause to be posted at least five (5) copies of this order in public places within the Town of Clifton, at least 12 days prior to the date of the election hereby called, and shall have posted a copy of said order at the polling place designated in said town; provided that in addition to the posting of said order, publication of a copy thereof shall be made in the Copper Era, a newspaper desig nated by this council, being a news paper published in the Town of Clif ton, Arizona, and of general circula tion therein, for at least thirty (30) days prior to the date of the election hereby called. 12. " This-resolution --and - order shall be entered of record - in the minute book of this council and the Town Clerk is hereby authorized and directed to effectuate the various pro visions hereof.
