4 MY BROTHER ANDY Tom Clunie Thinks Eng lish Ungrateful. PAST FAVORS DISREGARDED Populists Preparing for an En ergetic Campaign. THEIR NOMINEE FOR GOVERNOR It. Will Be Either Gilbert of Fresno or Webster of San Luis Obispo. Political Notes. Thomas J. Clunie has returned to the city after a two months' visit to Washinp ton. With his return comes a renewal of the perplexities of his old friend, W. D. English, for the general has come bac_ full of his project to have his brother, A. J. Clunie, made Deputy Surveyor under Surveyor English, who it is understood cannot see bow he can make tbe appoint ment. It is a very embarrassing position for Mr. English to be placed in. Here is bis old comrade asking for a small favor, which, if Granted, would be a return for valuable services performed in the past. And here is a state of things which seems to Mr. English to preclude the possibility of complying with the request. Surveyor English and ex-Senator Clunie have been something more than friends for years. They have been "chums." Be tween them it has always been "Bill" and "Tom," and it was believed that almost anything which one might ask of the other would be granted. But such is the force of circumstances that even such close ties are likely to be rent asunder. General Clunie Is very much put out about it. He called at Mr. English's office Tuesday afternoon to see him, but the Surveyor was out at the time and there was no conference. The ex-Congressman has spoken to many Democratic friends about the matter, and has not refrained from saying that he thinks his friend "Bill's" position is a very poor requital of the things he has done for him. Disservices in the contest of Warren English are cited as among the favors Clunie has done his friend, and there are others of even a closer nature. Now he says that Andy must be made Deputy Surveyor. lt would be unnatural if Mr. English should not want to give Andy the place, and a good deal of talk has been occasioned by the generally circulated statement that he does not intend to remove Deputy Sur veyor Ruddell even at the reonest of bis friend. A Democrat who is familiar with the situation yesterday gave the reasons for Mr. English's disinclination to act. He said: "At present the dv ies of the office are being acceptably filled by a man who is . i opular with the business men with Whom tie has to deal. "But Mr. English might perhaps be in duced to take some extraordinary steps to favor his friend. Thomas, if there were no other reasons for not doing so than the one stated. "There are other obstacles, though, which seem to the Surveyor to be almost insur mountable. "A. J. Clunie is understood to be persona non grnta to Collector Wise, who is so strongly adverse to his appointment that he would in all probability enter an earnest protect. The Clunie tongue bas olten laihea the Collector, mid there has never been any warm affect en existing between Mr. Wise and Andy. The young man said things about the gentleman whose wishes will most probably be re spected by bis subordinate which that gentleman is not likely soon to forget. But this is not all. "A. J. Clunie has recently taken a rather remarkable course for a man who aspire-. to Federal office. When President Cleve land was in a peck of trouble over the Hawaiian imbroglio it was Andy Clunie who supported resolutions in the Demo cratic general committee declaring for the impeachment of the President. His tongue was quite active about the President's .policy, and whatever may be said ol the young man's abilities he has never been accused of inability to say sharp things. "At the very last meeting of the general committee Clunie fathered the resolution opposing the Chinese treaty, another ad ministration measure. It is true that he adopted another tone in discussing that matter, saying that be did not propose to abuse Mr. Cleveland, as 'we can accept what he has yet to give and get along quite nicely.' But be again placed himself in opposition to the acts of the Cleveland administration. "Now how can W. B. English appoint a man to a position unuer him who Pas ir revocably incurred the displeasure of the Collector of the Port. Should Mr. Wise protest to Secretary Carlisle against the confirmation of the appointment he would only have to refer to A. J. Clunie's action here to seal his doom. "This is enough. It is not necessary to refer to the opposition of everybody in the Custom-bouse to young Clunie. They be lieve he would be a firebrand in the estab lishment and that he is not as well fitted by temperament for the duties as is the incumbent." - And this is the pickle that Surveyor English finds himself in. It is confidently asserted that be will not appoint Clunie. The existence of the two Democratic or ganizations in the southern section of the city known as the Americus and California clubs has been thought to disturb the har mony ot the Democratic hosts. Fur this reason the clubs consolidated Tuesday evening at their headquarters, 701 Howard street. The following officers wore elected : President. William G. Hanuaford; vice presidents. William C. Harrington, John Matter; recording secretary, John J. Mc- Carthy; financial secretary, John P. Gough; corresponding secretary, R. J. O'Keiley; treasurer, John Couchlin; serseaats-at-arms, J. J. Dooley, Wal ter White; executive commit ee—S. J. Burke, W. J. Dunn, Sidney Hall, P. H. Shanly. Thomas £. Bealy, John Coaklev, J. G. zgerald, M. J. Wall, L. B. Regan. J. J. Cass. The Republicans of the eleventh ward are actively engaged in forming a club, which will probably exercise considerable influence in the party during the approach ing campaign. It is to be a big affair with a permanent and comfortable home like the Bear Club and the old Howard. Re publican* from the Thirty-fourth, Trilrts' fitth. Thirty-sixth and Thirty-seventh districts will be eligible. Charles Man waring, John T. Dare, A. J. Martin and Barney Tracey are among those most active in getting up the organization. Each block in the district mentioned is being caiivit.sed by some one living in it for members, and at a caucus recently held it was found that over 700 signatures bed been obtained. It is intended to have 1000. The main object of the club is to se cure the election of a Supervisor in tba. ward who will look to the welfare of the Mission. The man who would receive the support of the club must pledge himself to ■ecure, if pos-ibe. betier sewers and fire protection. The Missionites are very much disgusted at being fl uded out every year because tbe sewers are rim large enough to carry off the drainage from he foothills, and in canvassing for members the organ izers of the. club met with great success when they put forth the sewer Question. Chairman Man waring of the -publican County Committee said yesterday that lie did not intend to call a meeting ofthe body for some weeks to come. He believes iv a short campaign. Mr. Man war. does not think that Crimmins aud Kelly will under take to rule during the fight. He says 'hat they have no chance of getting control of the County Committee and that they will not be able to figure very extensively. The report that they would combine wiih Barney Dougherty is not very starring, as ii does not make much difference whether thpy combine or not. . Leaders of the Populist party are mak ing great preparations for the State con vention, which assembles in Sacramento on the 22d of May. when a full State ticket will be nominated. There are complete organizations iv nearly all of the counti* s now, and in a large number of the coun ties conventions have been called to select delegates to the State convention. The basis of representation Is to be one dele gate for each county, except San Fran cisco, Lot Angeles and Alameda, which will bave two, and an additional delegate for every hundred votes cast for Weaver in a county. The race for the gubernatorial nomina tion lie** between J. L. Gilbert, president of the Farmers' Alliance of Fresno, and J. V. Webster of San Luis Obispo. As San Luis Obispo County p died the largest vole for the Populist party in the State, proportionately, strong efforts will be made by its delegation to secure the nomination of Mr. Webster. One of the Populist planks requires the selection of candidates for the United States Senate to be chosen by the State Convention, ana for whom Populist legis lators will be obliged to vote. The object of this rule, it is stated, is to locate the power of the emeus. The Populists of Alameda County will hold their convention in Oakland next week, at which delegates to the Sacramento convention will be elected. Colonel Collier ot Alabama, who was the candidate for Attorney-General on the Populist ticket iv that Slate, receiving 113.000 votes as counted, and as he de clares, several thousand votes which were not counted, has been in this city some weeks. He is very sanguine over the party's prospect in his Stae. He declares that Kolb, who has been nominated, will sweep Alabama. The San Francisco organization bas just chosen its delegates to the Populist State convention, which are: W. E. Walker, T. 11. Purler. T. V. Cator, J. I>. Thompson, 0. F. Peck, A. B. Kinne, E. P. The convention whicn met In this city on Saturday evening placed itself on rec ord by declaring that "laws mak ng pov erty or absence of means of support a crime are inhuman, and ought not to exist in the codes of civilized nation*.." A resolution demanding the establish ment of free employment agencies, ana prohibiting the payment of employes in time-checks, was adopted. One if the changes which will result from the adoption of the purity of election la ks will be a radical change in the organization of the committee on cam paign and expenses. All of the political pa i tes will require to change their organ zation to compv with this law. THE TURKISH DANCERS. A Jury Will Decide Upon Their Cases on April 6. Judge Conlan bad a large audience in his court yest-jrilay morning, attracted by Belle Bayer and the Oriental beauties, who have shocked the feelings of Secretary Kane of the Society for the Suppression of Vice by performing the "dansedu ventre" at the Midwinter Fair. The defendants were all present and chattered volubly In French to each other, while their counsel was busily engaged in showing that they had not outraged the law «if tin Slate. Attorney Kuef interposed a demurrer, arguing that the mu-cle-d nice did not come within the meaning and intent of the law which makes it a misdeme .nor "to exhibit or perform any indecent, immoral or lewd play or other representation." He grew eloquent in his argument, urg ing that it was not an indecent, immoral or lewd play or other representation, but merely a dance. "If," he said, "you char acterize tins dance a* a representation then I say advisedly it is the representa tion ot the poetry of motion, or, in other words, a moving poem." Judge Conlan was not in the least bit moved by the attorney's eloquence, and bluntly overruled the deniurr«*r. As an afterthought he said that he might change his mind before Friday, April 6. the day set for the trial of the test case before a jury. Mrs. Hunter's Suit. Answer has been filed Id the Superior Court to the suit brought by Mrs. Jonn N. G. Hunter against Harmon J. and C. L. Tllden et al. The suit was to declare a trust in the shape of a deed whereby the late D*vid Hunter, husband of the plaintiff, set apart certa'n property of the value nf over 530, --000 to his wife.
