The Foit Sumner Commercial Club now numbers among its members thirty-two business men. There are few communi ties where a commercial organiz ation has snch complete support arid the fact speaks well for the spirit of harmony and cooperation that has so completely replaced the old antagonisms that once were rife in our midst. The La Lande Leader has reached this office. ' It is r.ither sm 11 in size but makes gf.od in the number of jts editors and proprietors. It has no politics Or religion and announces its purpose to boost La Lande which appears to be a very narrow basis upon which to bui d a great newspaper. . It is evidently democratic or it would havj ground in the first line that it would be republican in politics. We suppose it is built tn the publication pie order, and trying to slip up on the "Notices for Publication." As it announces its purpose to boost La Ladde w e suppose the "business men" of the town will rot stand by and see it die for want of nourish ment. But as you promise to be a booster we extend the frat2r nal hand. There are several wells on the Truchas that would furnish wat er to irrigate forty acres of land and the water would only have to be lifted from 12 to 25 feet Then comes the Aniel with like conditions, next comes the Ala mbgordo creek to enter into the Pecos about 18 miles north west of town. This is one of the most promising propositions as there are hundreds of acres on the Alamogordo that can be out un der irrigation at a nominal cost. Again, there is an inexhausti ble underflow in the Perns va'lov - - j proper, meaning along the river, in what might be termed the "first bottom" where water can be had anywhere at a shallow depth. This system of irrigation is glowing rapidly and it will be but a short time until the known shallow water belts will be occu pied.. We will have, prosperous communities spring up all over tie country and manv Drosoer- ous homes will be built, thus ad ding to our material wealth from a source that has not been here tofore seriously considered by our people. The thing that is to bring more material wealth and furnish more homes than any other one thing is the irrigation by private pumi ing plants. There is doubt less more land that can be suc cessfully irrigated from the shallow water in the territory than can be placed under irriga tion from the flowing streams. Some of these great shallow wat er tracts have ' been touched slightly, the last one of these to come to notice is the Portales shallow water belt, comprising thousands of acres with an abun dant supply of water at from 12 to 35 feet from the surface. They have already a contract for the construction of a central power plant which will supply several ii . i j inousana acres and are now reaching out for a second and third. This will give them irr' gation as cheap y as they can get under the regular canal system where river water is used. But the thing that is to make the ! territory famous is the number of places where, sav from fortv to one hundred acres can be put under irrigation by private part ies with gasoline pumping plants and the party have the benefit of a large open range around that can be utilized by range stock in conjunction with the farm. Es pecially is thistrueof this county, from Fort Sumner north such conditions exist First we have the Truchas, emptying into the Pecos here, anrj which has an abundant underflow capable of irrigating hundreds of acres. in the past ten vears that tn those familiar with the old meth ods, it would seem all we have to do now' is to rest on our oars and let the situation solve itself. But, education, unlike reform, does not work by spells it must be a steady, incessant pull for objects sought by directing hands Thus we find that the educators are sometimes and in some ways trying to reform instead of edu Our present school laws are the most effective in some re spects, when properly enforced, oi any in the west, but the srreat principle of the rights of the governed is overlooked in some places and must be remedied or we will find not only farcical and prejudiced enforcement of our school laws, but actual inability to carry out their provisions. More discretion should be allowed directors. Hard and fast provis ions of laws covering business principies are like flat railroad rates; they conflict with higher laws or the constitution of the country and become a dead letter when tested. The one great problem that has never been solved by any school man in this territory is tn jeach the rural schools, to edu cate the parents to the necessitv of educating their children. The foundation of every government is the rural' population. From it must be drawn the new and un corrupted stock which will steer the ship of state and keep the nation on a plane that will merit the respect of honest men. A man's education and environ ments ' determine his ideas of honesty and intesxitv. What tn the man reared and educated in surroundings of graft and ques tionable proceedure is a ioke. is to the stalwart, country-grown man a crime against the masses. Legislation cannot make . men honest; education can.
