"Oh, I'd love to," said Dolly- "What are' you going to do?" Dolly was al ways eager to have a part In the work of the United States School Garden army. "Come along and I'll show you" said her brother . So they went out into the garden in the fresh morning air. Billy carried some little paper pot9 and he let Dolly carry some too. The pots had tiny plants In hem. "I am going to transplant these.'' he said, "just as. the United States Sohool Garden Army directions say." "What does that mean?" asked Dol ly, who wanted every new word ex plained. I think that is a very good thing, don't you? "It means that I plant the seeds In these little pots and then tran3-pla,nt or plant hotm again in the gar den," said Billy, who always liked to tell Dolly about things. He didn't say. as some brothers do, "Oh, you're only a girl you couldn't understand." So he and Dolly carried out the funny little paper boxes. Billy had scmo row9 of ground already pre pared for the pots. He had dug the ground up and loosened it until it was soft enough for younpr plants. Ho heed the ground up into rows. Then Le made holes large enough for the tpos. Then he planted the pots, be ing careful to knock off the bottoms. "Now." he said, "I think that ought to do." "Do what?" asked Dolly. "You just watch and see," said her brother. ."And if you see a Dewdrop Fairy on one of thpso little seedlings maybe he will tell you all you want to know." Billy went into the house to .get ready for school and Dolly stood In the ' Garden, hoping a Fairy would soonj come and tell her about the plants in the paper pots. H. And there he was, to be sure. A little fellow all dressed to green. His coat was dark green and his little vest was very light green almost white. It had rather large buttons of the same color. "I didn't see you at all," said Dolly. "Of course you didn't. Then Dolly noticed that he had a funny little pa per cap on his head just like the pots she had helped Billy to plant. Only, of course, the cap was very tiny not much bigger than the head of a pin. i "Yes, I came out of one of those paper pots," he said, as If he know what she was thinking.' "That's the best way to plant cucumbers. We do not grow so very fast, so it is better to give us a nice start in the house. Then, pretty soon we begin to grow out here and then, you Just watch us." "That's what I am going to do." Baid the little girl. "Shall I tell you a secret?" whis pered the Fairy with the paper cap. "Oh, yes do!" cried Dolly, who loved to have a "secret" With some body. "Well, when my plants get too live ly the gardener pinches our heads off." "Oh!" cried Dolly, much shocked. "I think that is wicked. I will tell Billy he won't let anybody do such a thing to you." . "Oh! we don't mind iit so much. It keeps the foolish young sprouts from running away." "Where would they run to?" asked Dolly. "All over the garden." said the gardon," said the Fairy, coolly. "They would scare out every other plant on the place. But if wo are pinched good and hard at the right time we are all right." "One of the other Fairies said some thing about running -oh, I know1 It was the Fairy with the Pink Vest." "Yes," said the Fairy in the Paper Cap; "He Is my big cousin." One of the best acts of the present Congress will be to do away with the zone system which Imposes eight sep arate postal rates upon newspapers and periodicals. It will then follow In the steps of Lincoln, who abolished the system many years ago, and be in line with Mr. Wilson's condemna tions of It when governor of Now Jer sey, and the conclusion of Mr. Hughes when he made the postal Investigation for Congress. Senator Smoot . presented the sltua tlod In concrete form recently when ho said: "I feel mortified that from my own state a magazine can bo sent to the .furthest end of India tor less money than it can be sent from any elate to an adjoining Btate." No oth er country has a law so illogical and unjust. The Senate revenue bill pro vided for a flat increase of 60 per cent, in the second-class rate, this being three times the rate in Canada, but even this high rate, which would have applied to every publication sent through the mails, whatever the dls tance, was rejected by Representative KItchin. who was obsessed with ,the idea that newspapers and magazines must be punished. " Extravagant statements have been n.ade as to the cost of oecond-claso matter to the postofUce department the figures ranging from thirty, to eighty millions of dollars. Tha Bt range situation Is that there is no agreement In the department itcelf as to the actual transportation nost Ono official says it was 10 cents a pound when none of the shipments were beyond the eixh zone. The rail road charges for these same areas were $2,121-2 and 2. 56 1-2- respec tively, per 100 pounds, 1. e. from 21-8 cents to. a little over 21-2 cents per pound. If, from the report of the postmaster general, the total annual shipment of periodicals by freight is considered it is found that the cost of "freight, cartage and unloading charges" is approximately half a cent a pound. Is it not time to coase penalizing newspapers and magazines, the na tion's greatest . disseminators of knowledge, and fix a postal rate that shall be based on a scientific invest! g&tlon of the nost?
