by some one ontsido of a trust the
prices would come down to reasonable
figures as have those of bicycles
Electricity In Ship Yards
The extensive adoption of eleotrio
power in shipyards it only a question i
of time for already many of the most I
progressive shipbuilding concerns in
this country and Europe have real
ized the great advantages offered by
electrio power owing to the portabil
ity of the apparatus which can be
used in any position and for many pur
poses without rigid mechanical con
nections Among the newest applica
tions in this direction nays the Phila
delphia Record are electrically flriven
capstans and electric lifts It is a
great convenience in a shipyard
have a large number of electrically
driven capstans which can be started
at any moment by shutting a switch
By means of these capstans hand cars
on which material placed are hauled
in any desired direction by the distri
bution of snatch blocks over the whole
area By means of the same capstan
the plates and angles are also lifted
into their places The electric cap
stan has proved one of the most use
ful applications of electric transmis
sion of power In shipyards there is
very little slope so that the keels are
laid at a great height from the ground
For instance if the molded depth of a
vessel is thirty feet the height of tho
keel at the forward end will probably
be fifty feet Formerly a high stair
way was used and in this way much
valuable time was consumed but the
most progressive yards have adopted
electric hoists to transport men and
materials to the upper decks
Firing Heavy Gurus Immersed
An interesting and very suggestive
experiment has been made by British
naval officers in the way of firing solid I
shots from heavy guns immersed in I
deep water
A 110pound gun was used which
wns anchored upon a platform at the
bottom of Portsmouth harbor After
being loaded the gun was pointed
toward a target set in the water
seventyfive feet from its muzzle The
target was composed of oak beams and
I planks twentyone inches in thick
ness Behind this was placed the hull
of an old vessel to which had been
riveted sheets of boiler iron making
an armor three inches thick A wire
connected the firing mechanism of the
gun with the shore station The gun
wns fired at high tide There vas a
slight disturbance of the water above
the gun Then the vessel beyond the
target was seen to rock and to disap
pear beneath the waves Subsequent
investigation showed that the target
had beenknocked to pieces and the
hull of the vessel completely pierced
by the shot The water apparently
had little effect upon tho projectile It
went as accurately as though fired
through the air In the ° test the gun
was loaded and aimed by a diver But
with the modern mechanism now avail
able the same results could be at
tained from above the water A new
field for marine attack and defense is
thus disclosed Fitted with port holes
below the water line ships could strike
the enemy in the points most vulner
able and wage war with double devas
tation in both elements For harbor
defense the submarine battery would
proveof inestimable advantage

The governor of Georgia has offered
a reward for tho Ryder lynchers and
the names of the most of them are in
his possession He has clear evidence
as to three and it is likely that evi
dence as to the others will develop on
the trial The governor offers rewards
as follows
Five hundred dollars for tho first
two lynchers of Dr llyder arrested
and convicted
One hundred dollars for each sub
sequent lyncher of Dr Ryder arrested
and convicted
Two hundred and fifty dollars for
each person arrested and convicted of
felonious conduct in preventing the
arrest or detection of parties guilty of
this crime
This action was taken without hesi
tation after an hours hearing with
Dr 0 A Ryder of Gainesville and
Prof It A llyder of Columbus
The brothers are determined and
will exert every effort to convict the
men who were concerned the Talbot
county lynching
Governor Atkinson was asked for an
expression of his views and said
lam determined to do all that it
possible for the executive do to
bring to justice the men who are guilty
of the murder of Ryder
There arc two lines upon which we
must proceed in order to rid our
country of this practice which is injur
ing alike tho character of our people
and of our civilization
One is for the press the pulpit and
nil enlightened and patriotic citizens
to exert themselves to make such
offenses odious until right views aro
recognized and conformed to by all
people
Those who cannot be reached in
this way must be reached by being
made to feel the force sf the strong
arm of the law They should be
given to understand that when they
attempt to take a prisoner from the
Laude of officers their own lives will
be forfeited by their effort and that
in cans of a successful effort they will
be punished by the courts
There has been much said aout
the delays of the law and yet to ono
who fully comprehends our system aud
its results this point will receive little
consideration We have now in our
penitentiary and county chaingangs
over 4000 convicts We have had n
large number hung during my admin
istration and where there is an occa
sional instance whero a case is kept in
court a great while it is a rare excep
tion and not tho rule
UIn addition to that permit me to
say that the men who lynch and take
the lives of their fellow men in their
own hands are not the men who are
usually found on the side of law and
order and if lynching be apologized
for on the ground that the law does
not conform to the views of everyone
then there will never bo a stop put to
it
This being true let apology for
lynch law cense let it be condemned
ill unmeasured terms and whatever in
to be said about changing the law let
it be said to the general Assembly and
not for tho purpose of palliating a
crime lynchern are guilty of
I am satisfied that the good citi
zens of Talbot county fully realize the
enormity of this offense and I expect
from them that hearty cooperation
which every good citizen owes to the
officers of the law under which ho
lives It

In the trial of the Bridges case Wed
nesday the state introduced a receipt
for 2800 from to J J Black tax col
lector for the poll tax for 1894 This
amount had never been entered on
Bridges books or accounted for in any
way The receipt was a great sur
prise to the defense and they seem
discouraged This makes tho total
shortage over 7000

night Wednesday by nu army of strik
ers who were uii baud to attend the
great nines mooting held near tho
mines Thursday morning
It is estimated that by daybreak
there were several thousand miners
encamped upon the hills surrounding
the New York null Cleveland Gas Coal
companys property They came from
every direction headed by brass
bands andnearly all of them carried
heavy walking sticks and some were
armed
There were no threats of violence
however and no indications of drink
ing Many were sspplied with food
enough to last two days
Immediately reaching Oak Hill
the strikers prepared for camp In the
valley lending up from Turtle Creek
to one of the New York and Cleveland
mines the company had a powerful
searchlight It was kept shifting about
in hopes of flanking any movement of
the strikers to creep within reach of
the mine unknown to the deputies
who guarded every approach Long
before daylight the strikers were up
and after eating their frugal meal
prepared for the days work The
intention was to see as many of De
Armitts wen before they got into the
pits as possible
About 4 oclock 1500 strikers as
sembled at Turtle Creek and headed
by three brass bands with flags and
banners flying marched by the houses
occupied by De Armitts wen The
strikers hooted and yelled and then
marched to the mines where they
planted themselves before the pit
thus compelling DeArmitts men to
run the gauntlet to get to work
A short time Inter Sheriff Lowry
who had been wired to for aRsistauce
arrived from Pittsburg with fifty depu
ties armed with Winchesters The
strikers quietly withdrew and the new
deputies were placed on guard
When the meeting was called to
order at 10 oclock Thursday morning
there were 8000 striking miners in
attendance slid before it wan well un
der wny there wero 0000 people in the
vicinity
The demonstration had no effect
upon the men at Plum Creek and all
went to work
Tho strikers used all their powers
of persauflion upon the diggers but
none were molested and no threats
were made
President Dolan was made chairman
of the meeting and in a short speech
he accused De ArmiH of insincerity
He said if De Armitts men did not
come out there would be a sympathy
strike all over the United States
M P Carrick was next introduced
and ho said that workingmen all over
the United States were interested in
this strike because it will have n ten
dency to raise wages everywhere

by Assistant Secretary of the Interior

COAL SYNDICATE SUCCESSFUL
A Dig Deal In Tennessee Use Been
Practically Consummated
Mr Henry Taylor the representa
tive of the English syndicate which
has an option on most of the coal
mines in East Tennessee has practi
cally closed the deal The price ap
proaches five million dollars and
tle properties employ 3000 miners
and have an output of about three
million tons of coal annually
The capitalists whom Mr Taylor
represents are partly from Boston and
partly from England The stock har
already been taken and the bonds sold
