Florida, hereby certify the above and forego ing Is' a true and correct list of regis tered voters to the best of my knowl edge snd belief, who are free holders residing in the proposed Special Road and Bridge District, as described In retltlon presented to and filed by Board of Countv Commissioners of Putnam County. Florida. July 20h. 1915. HENIS PETE RM ANN, Supervisor of Registration, Putnam County. Florida, For Building Vitrified Brick r Roadsat the Present Time. The sub-committee of the board of trade charged with conducting the campaign for bonds for, brick roads in the East Palatka-Federal Point-Or ange Mills-Yelvington-San Mateo-Pa- latka Hights-Peniel-Kiee CreeK spe cial road district, and of which At torney H. E. Marryday is chairman of the committee on publicity, has given out the following clear eco nomic reasons why the present is a most favorable time for building these roads: Now is the time for public improve ments to be made because the making of these improvements now will serve two most laudable and proper pur poses. First: It is an absolute economic advantage for us to build brick roads while materials, such as brick and ce ment are cheap. Manufacturers of these materials, like a great many otner industrial enterprises are hun gry for a market and consequently the bidding will be keen and the prices low, whereas if we defer, or procras tinate speaking more properly, until more prosperous times we will find that the brick-yards and cement man ufacturers will have all the orders that they can fill snd the prices will be correspondingly higher than now. Now is the time that the public's dol lar your dollar has the greatest purchasing power. Second: If governmental bodies ami sub-divisions of political corpo rations, such as counties, would make their public improvements in times of financial depression such work would furnish labor for many xvho would otherwise have idleness enforced up on them. It is certain that no matter in what manner the roads are built, whether by contract or otherwise, that home labor will be employed wherever it is possible to employ same. Ifthe work is done by con tract, the contractors, from a finan cial standpoint, will employ their la bor here if it is possible to do so be cause to employ labor elsewhere would necessitate the furnishing of quarters and building shanties for such labor brought from the outside, at great cost to the contractor. Sec ond, it xvould necessitate the payment by the contractor of the cost of trans portation of the laborers from other points to this point, another item of course that no contractor will incur if he can possibly avoid it. Third, Be yond any doubt it will be stipulated in the contract, if the work is done by contract that the contractor shall em- nlov nil thp lulior Tinihlp rtolif berp in the. district. In addition to the two main reasons above stated, both of which are self- evident truths, it might be added that insurance companies are compelled by law to invest certain percentages of their moneys in what are known as bankable securities; and in all of the definitions of bankable securities mu nicipal bonds or bonds of political sub divisions, such as counties and special road and bridge districts and school districts are known as Bankable Se curities. And it is also a provision of the law of the state of Florida that bonds of he character to be voted on I in the coming election cannot be sold I for less than their par value and the accrued interest at the time of the sale. But such bonds always bring a premium because they are nlxvay jsafe and in a time like this when in Idustrial bonds or bonds of private en terprises, depending as they do upon j market conditions for their value, are lar less sale tnereiore less marketa ble than municipal bonds. Capital not invested earns no interest. Capi tal always wants a safe inx'estment and in times ot uncertainty is all the more anxious for safe investment be cause it never feels secure unless safe ly invested. We might say then that there are three economic reasons for voting in favor of the special road and bridge bonds. First that the money derived from the sale of the bonds will have a greater purchasing power now than it would have in more prosperous times. Second the work furnished to our labor will relieve the local condi tions. Third, there is actually at this time a better market for municipal bonds than in prosperous times when municipal bonds have such strong competitors as the bonds of prosper ous industrial enterprises. Our town was visited last Satur day afternoon by an infant hurri cane, accompanied by a deluge of rain and just enough hail to add to the general pandemonium of the hour. While no serious damage was done, innumerable .small boughs were twisted from the trees, hitherto un suspected leaks in roofs disclosed themselves, and the streets were run ning streams. A team of frightened mules broke loose and chased them selves about the town, hotly pur sued by their master and were final ly captured before they succeeded in smashing their wagon. The rain was greatly needed, but we would cheerfully dispense with the exciting accompaniments. Mrs. J. M. Jones entertained Wed nesday afternoon with a charming lawn party at "Annicroft." Several tables were arranged for various card eames. and the afternoon passed most delightfully. The hostess, assisted by Miss Achsah Motes and Master Robert Thorburn served a dainty re freshment course of cakes and lemon ade. The fortunate prize winners of the afternoon were Mrs. M. A.
