Lake City has organized B strong
civic league, to look after the wel
fare and betterment of the city.
Mr. and .Mrs. Ea:ie E. Carta? and
Mr. and Mrs. St. John Wood made
the trip from Belleair to Palm Beach
in a hydroplane Sunday. The plane
followed the gulf coast to the keys
and made the trip i:i less than five
hours.
Jacksonville is to have a coffin fac
tory, a new corporation having been
formed for that purptse.
The State Road Department took
over the Job of putting a portion of
the Dixie Highway, between St. Au
gustine and Hastings, in repair, from
the damage dor.e by the late storm.
All the bridges have been replaced
and are in use. The warhed out
road bed is being repaired as rapidly

manager plan of city government'.'
It is extremely simple and therefore
all the more effective. A commission the
or council of men, (usually five, but
depending for the number on the
size of the city) is elected by the peo
ple for varying terms of office. They
are uie governing body of the city,
they pass down liens, lay the taxes
and pass the appropriation budget.
Thoy can be recalled at will by the
voters and are directly responsible to
them.
"The commission's work is entire
ly legislative. They decide on pol
icies and are in fact the directors of
the municipal corporation, being
elected by the stockholders.
"The commissioners proceed to ap
point a manrger, or chief executive,
corresponding directly to the general
manager of a corporation. The man
ager is directly and entirely responsi
ble to the commission ror the admin
istration of te city's affe'rs. The
manager is, and must b?, a trained
T i -xperi in municipal matters, with ;
technical knowledge of the many
complex problems confronting a city,
and he must be an organizer and an
executive. And since he alone is re
sponsible to the commissioners for
the proper administration of the city
