Gibbon, Ji* In the name of the President, the Sec retary of War, the Honorable Henry L, Stimson recently presented the Medal for Merit ■ for * Civilians to Mr. Truman K. Gibson, Jr., Civilian Aide to the Sec retary of War since September, 1943, at ceremonies in his office in the Penta gon building. Following is the citation which ac companied the award: ,f For the performance of extraordinary service to the War Department in hand ling for the Secretary of War as a spec ial advisor the problem of the'fair and effective utilization of Negroes in all branches of the military service in cluding the employment of Negroes La a civilian status, '•ln the performance of his duties, he exercised at all times a strong sense of fairness and moderation and a rare human understanding. His counsel has been of great value to the War Depart ment in its efforts to effect the great est possible utilization of Negroes in the Army.
