There are many .reasons why tho poople of this country should not eleot a Republican Congress to suc ceed the present one, but there is a special reason brought into promi nence lately that invites attontion in this connection. Mattors small in thomselvcs become important in cer tain relations, and individuals insig nificant and even" contemptible when considered apart from all fortuitous niro.umatnnoes. beconio factors of K&od or evil when chance placos them in pivotal relations to great movements or groat responsibilities. We do not suppose that throughout the length and breadth of this great country there exists any doubt that in headship and general manage ment this session of Congress has done moro to bring our country into ridioule abroad and destroy conii lonoe at home than any previously held in the history of the Republic. That Keifer has been a positive dis graco to us is not dinied by any mouth-pieoo of publio opinion, ex cept the organs of tho ultra bourbon Republican element, which are en titled to no respect or consideration, because they have but one song to sing, no matter what tho circum stances. Keifer is tho result of a conspiracy. Ho is part of a corrupt scheme, onianating from tho brain of the leader of the Republican side of the House of Representatives, who has organized committees and direct ed business throughout this session for his own selfish and profli gate end?. Had Keifer boon his slave instead of his nominal chief, he could not have obeyed him more abjectly than ho has. And for all this tho Republicans of the eighth Ohio district, have recently endorsed this pliant tool of corruption, not coldly or hesitatingly, but with tho unction of a unanimous nomination. His district is so strongly Republican that with such a flattering presenta tion his election is almost certain. Because of what he stands for Keifer is an element of evil and of danger, the magnitude of tho latter being in proportion to tho party backing that he will have in tho House of Repre sentative. Ho will roturn to Con gress as Robeson's agent, for whether that arch corrupt-? list has as good luok as Keifer in his district or not, he will be as potent in the third house as ho has been in tho second, provided he can have as strong and as subservient a party element to work upon, as has done his bidding during the last session. Tho ohancos would be as good for the re-election of Keifer as speaker with a Republican houso. Tho worso his record the greater his need of " vindication at tho hands of his party. That is tho argument that generally prevails, and wo havo no reason to suppose that tho Republican mem bers of Congress have not beon pleased with Keifer's administration, for they have trodden with appar ently willing feet the paths ho has pointed out to them. The situation is so plain by this time that even the dullest intellect, if there is a con science back of it, should bo able to see the danger. Thoro is but ono way to head it off, and that is to elect a Democratic Congress, which will check this wanton waste and deep disgrace in the legislative balls of the Republic Taxation in the end inevitably comes out of tho laborer. Those on gaged in produotivo industry there fore pay our federal taxation which arriounts to $8 per capita or $40 for each family of five porsons. This taxation is upon consumption upon everything necessary to live in com fort, except, air and water and is tho systom of war taxation devised to gather in largo revenues for war ex penses. Sinco the war closed it has drawn from tho pockets of the peoplo six thousand millions of dollar?; hut the jobbers of the present Congress have done virtually nothing to lift this burden from tho people, whilo they have voted away the whole rovenues for the current financial year, millions upon millions of it in the most corrupt and profligate jobs. It is to be regretted that our noighbors on the south cannot pro serve their patience with the same ability wo do. They promptly take up arms against a corrupt or unpopu lar Governor, and drivo him from power, whilo calmly tolorato every executive outrage. Such a document as tho Presidential procla mation regarding Arizona, promul gated last summer at tho instance of Governor Tritle, would drivo an official to privato life in two months in Mexico. At the next Presidential eloction 20G votes will be a majority of the electoral college. At the last elec tion 185 vetes were a majority. Another Culnbnaas Event. Tho "Calnbasat correspondent of the Tucson Star writes to that paper as follows : On Monday last, at 5 p. in., as a number of our citizens, together with several strangers, were going to supper in She kel's restaurant, one of the party by the name of Ilain, a gin mill keeper at this place, publicly and without provocation insulted enoot the strangers present. When remonstrated with by JHr. P. W. Schnol dcr, ho became tho more abusive and turned his attention to that gentleman, striking him twice. Tho compliment was returned by Mr. Schneider, who succeeded in knocklug him clown. When Haiti arose ho went into liis saloon, but soon returned with two revolvers, a navy and a small pistol. All others had in tho meantime seated themselves and were eatitig supper. Deputy Sheriff Martel, blng among the number, was seated at the head of the table, opposite to and facing the door, so that he had full view of any ono entering. Mr, Schneider, unarmed, was seated to the right. Very soon IJain entered tho dining room with his hand, on a pistol, which ho curried in his open shirt bosom, and loudly threatened to shoot Schneider. Officer Martel sprang quickly and forced Bain from the room, at the same time ad vising him to keen quiet, but no sooner had Martel resumed his scat than Bain, hostile as ver, again entered and was a second time ejected. On his return a third time he took a scat diagonally aBross from Mr. Sohneider ,and close to several ladies who were sitting near the door, and order ed supper, but without waiting to be served he arose and with pistol in hand ran around to where Schneider was silting. Martol, however, was too quick for him, as he caught Bain and walked him to the door, telling him to consider himself under arrest. That, Bain sworo he would not al low and pointed his revolver at the officer, threatening to shoot him. Martel then drew his pistol and struck Bain once on the cheek and forehead, felling him lollic f round. With the blow one chamber of land's pistol exploded, but did no harm. That he bore with Bain so long and took such desperate chances before resorting to violence, speaks volumes for him as be ing a most cool and capable officer, as the facts of the case would havo justified such measures at a much earlier stage of the game. Mr. Schneider is also to be com plimented fur his coolness, which, under the circumstances, was very commend able. Ailios, Inez. Dcur. Mrs. Inez McMartln and her paramour, Joo Price, skipped the town quietly last Saturday, leaving several sad and sorry creditors to mourn thslr absence. There is no doubt but they played their game shrewdly. Mrs. McMartln managed to mortgage her effects twice and realized handsomely on both occasions. A lady of somewhat miscellaneous affinities, named Miss Emma Parker, is tho principal vic tim. Through the agency of A. O. P. Ueorgc, Miss Parker loaned the charming Inez $300, taking as security n chattel rnortgar'o on her effects. Next, J. S. Mc Coy was bilked by advancing $200 on mortgage security also, without being made aware that a previous mortgage ex isted. Several merchants were bilked out of various amounts, among others an Allen street butcher, who sighs for the languid eyed charmer to tho tuno of 80. To crown it all, the effects on which tho two mortgages were given wero quietly sold and inez Bkipped the gutter without say ing adios to her numerous admirers. She was accompanied by her man of all work, Joo Price. They were met at Benson by Sheriff Bchan, who inquired their desti nation. He was informed that they were going to Tucson, on business, and would bo back on the morrow. Noticing them sntcritijj an eastern-bound train tho Sheriff remarked to Price that he thought he was going to the a."and h. p. Sh-sn! sh-shhhl was tho answer he received, and a wink being as good as a kick, Behan thought that Joseph wa3 trying to givo tho fair Inez tho "grand shake," so he quietly withdrew. On reachinc Tombstone the circumstanco was recalled to his memory when sundry creditors came forward with their complaints. Tho authorities will be notilled at Deming, El Paso and D'envcr and an effort made to capture the llccing twain. The captain at ouee ordered out a detachment of fifty men ; they are now getting ready and will move to tho vicinity of La Noria at once, und on receipt of authentic information the re mainder of tho command hero will bo promptly moved to any point that may be threatened. LATER. 12:30 p. m. George Scrade has jut ar rived, bringing a letter from Mr. W. J, Harris Deputy Collector aud Inspector of Customs, asking for assistance. He also sends a letter from V. 15. Bustimcnlo, pre fect of Santa Cmz, who reports the killing of one man, one woman and child. Their bodies were brought in from a ranch six miles below the river, to Simla Cruz.
