BLINN, JO UN BULLIS- A Vt.W FACT.. The state campaign in California is a very exciting one for the people of that commonwealth, unci not without interest for the public at lurtre. The fight centers upon the question ot railroad monopoly. The Democracy first declared against it in set terms, and the Republicans followed suit and tried to outdo them. But thu advantugo lies with the Democracy, for what little protection the people of California ever had from railroad monopolies, was when that party was in power, and they havn had none under Kepublienn rule. The railroad laud grants in California cover neatly 25,000,001) ncru.-i, or one quarter of all the laud susceptibly, of cultivation. The total amount taken by the Cen tral faciiio main lino from Sacra mento toOgdon is 7,907,000. Of this. 1,792,000 acres are in California. The Suutheru Pacilic grant covers 11, 084.530 acres; the Oregon branch 3, 724,800 acres; tl.o Western Pacilie, from Sacramento to San Fianci co, 1,100,000 i.c 05 The grant to the Atlantic and Pac:flo lotd ct vers 42,000,000,or 25,G i0 acres per mile of road. Of this some lO,0JO,000 acr are in California. Though that old corporation has been substantially defunct for yaars, the grant of land still live-", and by a decisicu of the supreme court, will iivo till an act ol congress shall restore the land to the public domain. Not taking into ao count the uninhabitable places in th? state, thu railroad monopolists have nearly one-half of all the laud in Culiloruia. They control more acres than all the English landlords con trol in Ireland. In the case of the Irish laud, too, the English holdei pays the government taxes at tin same rate as paid by re idem hold crs, but the case of the ruilioads win own thu laud in California is uiffer cnt. There the monopolists reftiie to bear their just share of the burden bv paying a fair tax on their equip ment, while they escape taxation entirely on their laud. These mon opolists have m tdo and unmade gov ernor, legislatures and j.tdges, and legislation and legal decisions affect ing them have been made at their order. A strong eff Tt is now being made to curb their power by the clecii in of tho Demociatic o nidi dates for tho state ofiioes men who have never bowed the knee to the monopolists. The leading Democrats aro hopeful of victory, but lully awaio that they havo to contend against a most powerful and unscru pulous enemy. EDITORIAL NOTES. With this issue the Epitaph pass es under a new management, Sam uel Purely, Jr , former editor and pro prietor, tendered his resignation yes terday, which was accepted by the directors, and ihe duties and respon sibilities of tho position invested in anoiher, who, thouh possibly loss able wi 1 be none the less fvitl.ful and zeal ous in his efforts, to advance the inter eats of tho Territory, especially this section, and exert every effort to plant tho banner of Democracy in tri umph upon the ramparts of Ilepubli canism. Mr. Purdy has, for some time, coi.templated making a change; as tins health of his family, to whom he is devotedly attached, has suffer ed since their arrival here, and the sad intelligence of the sudden deuth of his brother-in-law at Yuma yester day, hurried tho event, and forced him to depart for that place on a few hours notice. Wo understand the settlement of tho bu-iuoss of his de ceased reiativo will occupy much of his attention for some time, and that tho future may again find him in the journalistic field at his old home. During his residence litre he made many warm frie.jds, who, while con doling with him in his affliction, wish him success in whatever walks of life his lines may bo cast. The only change in tho policy ol tho EriTAPH will bo to make it mote pronounced in its Democracy, and renew its efforts for the success of every candidate on tho ticket, from top to bottom. It has no choice, no favorites, but it has a great and abid ing love for the principles of the grandest political party that ever fos tered the industries and contributed beyond measure to the peace and prosperity of this marvel of nations. None who represent the party will be damned with faint praise, but all alike will be sustained and supported in the bitter November struggle, and when victory has rewarded the united efforts of all for theie can be no success w:thout harmony and concert of action we believe all will accord to the Epitaph that purity of pur pose, that fidelity to principle which its efforts will merit. All signs point to a grand Demo cratic victory throughout tho East tnis fall. Many of tho leading IJe publican papers, among which are tho Tribune and Times are fearful of a Republican clef -at in New York in November, and so is the Utica llerald. The Albany Journal and tho Buffalo Express concede the state to the Democrats already. The Journaljcertainlyoneof the mostpow eiful Republican papers in the Em pire state is exceedingly hitter in its denunciation of the rascalitj and trickery of tho Republican politiciai s who captured the Saratoga conven tion and nominated Folger for ov ernor. It declares that the party ha been hotrayed and sold out, and con cedes the state to thd Democrats hy 50,000 rmj'trity. Tho signs ae equally cheering in Arizona, and will as of yore rem tin in the Democratic rank", and return Oury as her reprc scntative at the national capitol. Bli.n, Fall and Btillis, the Demo cratic candidates for supervisors, constitute an exceptionally strong ticket. Men of integrity they ivill protect the treasury against all ille gal charges; trained to strict business habits they will treat the affairs ol the county in the light of economy and under the rules of a perftct cret'it; and as they have been irre proachable in all the relations of their private life, so will they be faithful in tho discharge of their pub lic duties. The most important local office is that of supervisor, and if the people care for the welfare of the county they live in they will suielv elect Messrs. Bliun, Fall and Bui lis. The largest number of United States vessels Ht any place in tha ivorld were at Portsmouth harbor a s'loit time since. They numbered 18, viz: Tennessen, Alliance, Vali ne, Entersprise, Kearsarge, Tallapoo i.i, Despatch, Vandalia, Leyden, Con ress, Sabine, Kansas, Guaul, Emer ald, Plymouth, Omaha, Cohasset and vlassaehusetts. Aliogother t'.iey might have been able to whip one aide of a third rate Bntish-maii-ol war, and were a glorious monument to old man Robeson. That conquering hero, Sir Garnet Wolseley, is said to be a total ab stainer, and from a sketch of him we learn that "ho canied one bottlo of whiskey through the Red River ex pedition, mid presented it on his re turn to his soldier-servant, Kane, if the COth Rifles." Gen. Banks car ried a bottle of whiskey into his Red River expedition, but it never came out alive. Tin: old time friends ot Jr.int Oury wilt t-vu m,n a heartfelt reception. TELEGRAPHIC.
