Ho may be u worthy man and exemplary citizen, but wo don't wish to see him elected to tho highest office within tho gift of the peoplo of this county, for the simplo reason that Mr. Cur is a democrat and wo believe better quali fied to fill the office. Politically, we object to Neaglo because n republi can at hca't ho espoused democracy when President Arthur vetoed the Chinese bill, thinking it would be tho strongest party and would carry him into the office to which he as pires. When tin party repudiated him he became an "independent," proving most conclusively that hi political principles were entirely guided by tho party offering the greatest inducements. As sheriff, his hasty, ungovernablo temper; his inclination to resort to harsh meas uurcs; his habit of drawing and usin" firearms to intiniidato when unwar ranted by facts, all prove him an un fit person to trust with tho high re sponsibilities of tho office of sheriff If on no other grounds, wo should op poso the other's and support Lurkin W. Carr, becauso they are republi cans and ho is a democrat a demo crat who stands by his party through good and evil report; through the darkness of defeat and the gl.ry of victory. By our. local columns it will ic eeen that what at one time promised to bo a sanguinary encounter betweon W. B. Horton, democratic nominee for superintendent of publio instruc tion, and Benj. Morgan, a prominent and wealthy attorney at law, recently of Tucson, was amicably settled. Morgan published, or at least fu.-nished, tho material for a very de famatory pamphlet against Horton. Upon consideration and consulta tion with his friends, Morgan apolo gised for the personalities contained therein. Many will, no doubt, ac cuse him of cowardice, and in fat, ho is one of two things, cither a very bravo man or a weak coward. We cannot, with our knowledge of the 'man, believo him to be the latter, for it requires a bravo man to face pub lio opinion and apoligiso when ho discovers that ho has committed an error and wrongfully inflicted an in justice upon a fellow. man. In that election ho received a few votes over 500, in a vote of less than 1,300. We trust all the papers of South ern Arizona will exert every effort within their power to l;avo tho head quarters of tho military removed from Prescott to Fnrt Huachuca. Crook", aro in favor of tho trans fer, and when the barracks are com pleted there win ne ample accommo dation for all tho forces required. And when bad blood is stirred up, thero is no telling to what extremes men will go. As the logical outgrowth of this habit, many most excellent men have been drawn into deadly encounters, in which one. or both have laid down their lives. We could never understand why men should think lcs of each other be causo they differ on a question, be it ever so important. The following regulations were on Sept. 23d approved by the Secretary uf th'i Interior and communicated to registers and surveyors-general. 1. The first care in recogn'zing an application for paten 1 or placer claims must bo exercised in deter mining the exact classification of the land. To this end ihu clearest evi dence of which tho case is capable must bo presented. If the claim be all pli.cer ground that fact must be stated in tho application and corrob orated by accompanying p oofs. II of mixed placers and lodes it should bo so set out, with a description of all known lodes situated within the noundaries of tho claim. A specific declaration, such as is required by section 2,333 Revised Statutes, must bo furnished as to each lode intended to be claimed. All other lodes are, by the silence of the applicant, ex cluded by law fiom all emim ty him of whatever nature, possessory or otherwise. 2. Section 2,395, Revised Statutes (sub-division seven) requires the surveyor to "rote in his hold books tho true situation of all mines, salt licks, salt springs and mill seats which come to his knowledge." Also "all vater courses over which the lines ho runs may pass." It further requires him to note "the quality ol tho lauds." The descriptive notes aro required by sub division eight to bo incorporated in the plat by the surveyor-general. 3. If these duties havo been per formed tho suiveyors will furnish a reasonable guide to tho district olli twrs and to claimants in prosecuting their applications. But experience has shown that great neglect has i -suited from inattention to the law in this icspect and tho regular plats are of very Jit'lo value in tho matter. It will therefore be required in the future that deputy surveyors shall, at the expensive of tho parties, make full examination of all placer claims, and duly note the facts as speaified in tho'law, stating tho quality, the composition of tho soil, the kind and amount of timber and other vegeta tion, tho locus and size of streams and such other matters as may appear upon the surface and underground workings, whether placer or lode, for mining purposes. 1. In addition to this data which tho law requires to be shown in all cases the deputy should report with efcrenco to proximity to center of trade or residence; also of well known systems of lodes, deposits or of individual lodes. lie should also report as to the use of adaptability of the claim for placer mining whether water has been brought on in sulli cient quantity to mine tho same or whether it can bo procured for tha purpose, and finally what works or expenditures have been made by the claimant or his grantors for the development of tho claims, and their situation and location with respect to to tho same as uppliod for. 5. This examination should bo reported by the deputy under oath to tho sifveyor-general and duly corro borated, and and a copy of the same bo furnished with tho application for patent to tho claim, constituting a part thereof, and including tho oath of the applicant. C. In case of proposed claim for lands not yet surveyed, the foiegoing regulations will govorn an application for survey. 7. In controversies hereafter to bo determined respecting the mineral valuo of lands, their value for all purposes, whether agricultural or municipal, or as seats for towns, will be considered without reference to the decisions heretofore made in particular cases. No decision finally executed, however, will be consider ed under this modification. 8. No application by association of persons for patent To a placer c'aim will be allowed to embraco more than 100 acres, nor will any application be entertained to embrace more than one location. 9. Application awaiting entry, whether published or not, must be made to conformity to these regula tions both in respect to the amount of ground and examination as to the character of the land.
