territory, but from all sides, north,
east, west and south come the glad
tidings that right and justice have
prevailed and their cause is in tho as
cendency. The great political cen
ters of national polities have indi
cated tho righteousness of democracy
hy casting their votes in its behalf.
It is not a local, but a national move
ment towards reform, and while it
has suffered many defeats, Phconix
like, it alwajs aroso from the ashes
of defeat. Writing in a similar strain,
Barrett, of the Star, says : For
nearly twenty years, with rare and
comparatively unimportant excep
tions, a succession of disasters have
engulfed tho hopes, if not tho possi
bilities of the dcTioeratio party.
That it has risen up from each suc
cessive defeat stiougcr and more
aggressive than befoio, is to be as
cribed to the inherent vitality of the
organization, nnJ the absolute neces
sity of its principles to the country.
Whether successful or defeated,
it has always been the one bar
rier which has interposed be
tween the constitution and the
party which has so persistently
sought to assail the rights which it
protects. It has been the conserva
tor of the public peace, while main
taining the reserved rights of tin
people as members of distinct politi
cal communities. It has in short ad
hered, and compelled the republican
to adhere, to constitutional limitation
instead of centralizing all power, a
thq republicans havoscught to do, in
the ledeial government. It has beei
the party of the people, in opposition
to tho party of spoils, of corporation)

cal blackmail. It evinces tho public
odium of the midline in politics. It
declares for a reform of all political
abuses, which tend to oppress the
poor and enrich the great, and which
diverts government and socieU from

the greatest good to tho greatest

Mr. Albert Stickney, in the No
vember number ot The Century, has
a paper on the jury system, which,
summed up, ts simply an able argu
ment in favor of the abolishment of
tho system. There can bo no two
intelligent opinions on this subject
The jury as it now exists is simply i.
farce. Originally devi-ed to prevent
injustice and arrive at fair oonclu
fions in disputed questions, it lived
thiough semi-barbaric ages, and ha
