BUILDING RAILWAYS.
The announcement that $20,000,000
will be spent in the Chinese republic
for the construction of two railways
is another indication of the awaken
ing of that long-slumbering people
The railways are to form part of the
Chinese state system under the con
trol of the ministry of commerce.
The railroads will have little stra
tegic influence but will open up great
districts now dependent upon cara
vans and river traffic. One line will
divert traffic from southern Chi-Li
which has hitherto passed through
Peking to Tein-Tsin and will open up
the Shan-Si mining region.
The difficulty of communication in
China has long been one of the f et
trs which has bound the republic and
with the opening of vast regions to
the influences of the outside world

The railways : will be financed by
German capital and a German chief
engineer will have control of the
lines until the loan is . repaid. The
chjef benefit will be to a German port.
This is the most gigantic project that
Germany has yet attempted in the
orient and is significant.
It is not impossible that Germany
will yet be called upon to nterfere in
China to protect her against the
steady aggression of the Russian bear
on the Mongolian border1 then would
indeed come "the tug of war."
Just when many were suggesting
that Dr. Cook be sent to South Ameri
ca to look up the Colonel, the ex
president appeared upon the front
page again.
