The announcement that $20,000,000 will be spent in the Chinese republic for the construction of two railways is another indication of the awaken ing of that long-slumbering people The railways are to form part of the Chinese state system under the con trol of the ministry of commerce. The railroads will have little stra tegic influence but will open up great districts now dependent upon cara vans and river traffic. One line will divert traffic from southern Chi-Li which has hitherto passed through Peking to Tein-Tsin and will open up the Shan-Si mining region.
