Davis to Increase the consumption of low grade cotton, and Introduced in the bouse by him self and in the senate by Hon. W. J. Bryan. A BILL . . To Be Entitled An act to provide for the location and establishment of a factory for the I manufacturing of cotton bagging, cot ton sacks and cotton twine by the Board of Management of the State Penitentiary for the employment of manageing experts and of certain State convicts in the operation of said factory and to make an appropriation therefor. BE IT EXACTED BY THE LEGISLA TURE OF THE STATE OF TEXAS Sec. 1. That the Board of Mana gers of the State Penitentiary of Tex as are authorized, empowered and di retted to build, establish and main tain a factory for the manufacture of cotton bagging, cotton sacks and cotton twine and any and all other classes of cotton goods, as the mem' bers of said Board of .Managers may deem expedient, - Sec. 2. Sec. 3. That said Board of Mana gers are hereby authorized, empow ered and directed to employ such skilled labor as they deem necessary for the proper management and direc tion of such factory when esstablished and that said Board of .Managers are further authorized and directed to op erate said factory with female con victs and other convict labor, using at all times those convicts best adapt ed to the work of manufacturing cot ton bagging, cotton sacks, twine, etc. Sec. 4. That said Board of Mana gers are hereby authorized and direc ted to contract for the sale of and to sell' and dispose of the products oX said factory in the same manner as other products ot convict labor are now sold and disposed of Sec. 5. That there be appropriated out of the general revenue of the State not otherwise appropriated the sum of one hundred and fifty thousand dollars, or so much, thereof as may be necessary for the establishment, equipment and operation of said fac tory, provided however, that no part of such appropriation shall be expen- ded, unless ordered to be so expended Snap shots In the Galveston News naively remarks:, "Too many of our young men are going into the learned professions; like football and baseball." Congressman Asked for Appropriation for Public Building. . Congressman Hardy writes to cor rect an editorial paragraph that ap peared in the Pilot a short time ago, in effect that no bill had been Intro duced in Congress asking for a gov ernment building for Bryan. Such bill was Introduced Dec. 3rd, 1907, but Mr. Hardy does not think that any town in Texas will get an appropriation at this session.
