"Fakir" Brigade on Hand.
Among the first vlnltors to reach
the city were the a reft "fakirs," who
i never fall to reap n rich harvest on
such occasions. The first of these
i gentry arrived in Washington this
morning; and lost no time. In begin-J
;ning operations. The principal article

paign for the separation of visitors

sirable element of visitors has also
put In an appearance. These are the
pickpocket", sneak thieves, confi
dence men ami other crooks who
never fail to gather In the crowd.
Elaborate police arrangements for
handling these undesirable citizens
have been perfected. Kvery availa
ble officer and private of the force
will be on duty throughout the week
and 500 special policemen have been
employed. In addition detectives to a
considerable number have been
brought here from outside cities to
aid in the maintenance of order. ;
Decorations are Elaborate.
The city Is already beginlng to
wear gay holiday attire, and the prin
cipal thoroughfares are bright and
cheerful with a liberal display of flags
bunting and other forms of decora
tion. By Tuesday the elaborate
scheme of decoration contemplated
by the committee, it is expected, will
be carried out In detail, making
Washington a city literally ablaze
with" national colors. .

the court of honor which is the
street space on Pennsylvania avenue
between 15th and 17 street north
west. This space has been set with '
