contract to build a live master of about

trolley conductors ring up fares at ev
ery lamppost and charge for the get
ting on and off witnessed the floating
of two fine vessels recently and has a
magnificent five master now on the
blocks
Farther down the wave eaten coast
at Bath there are two large steel ships
several barges and a cruiser for the
United States navy under way The
next launching will be that of the
Eleanor A Percy 2700 tons six masts
from the yards of Percy Small
So great has become the demand for
building space In the various Maine
yards that there has been a deal of talk
unions those interested as to the advis
ability of turning to use the yards at i

cessive cost being unable to keep
abreast the Innovations were forced
to cease operations Kven the mackerel
appeared to feel the Influence of the
reverses which had swept down as the
whirlwind over the town and since
those fateful days It Is a matter of
history that they have seldom ventur
ed into its waters

of cars with electricity and of keeping
them cool by means of fans from the
same power all of which is generated by

will be held in each county in Florida on
Tuesday next succeeding the first Monday m
November A D 1000 the said Tuesday be
ing the
SIXTH DAY OF NOVEMBER
for the ratification or rejection of the said
joint resolutions proposing amendments to the
constitution of the state of Florida viz
Article XV
That the following amendment to the
constitution of the state of Florida be and
the same is hereby agreed to and shall be
submitted to the electors of the state at the
general election A D 1000 for ratification or
rejection
Section 4 Article VII of the constitution
of the state of Florida is hereby amended so
as to read as follows
Section L Where any senatorial district
is composed of two or more counties the
counties of which such district consists shall
not be entirely separated by any county be
longing to another district Any new coun
ty that may be created shall be entitled to
one member in the bouse of representatives
in excess of the limit prescribed in section 2
of this article until the apportionment follow
ing next thereafter and shall be assigned
when created to one of the adjoining sena
torial districts as shall be determined by the
legislature
Article XVI
That the following amendment to the con
stitution of the state of Florida he and is
hereby agreed to and shall be submitted to
the electors of the state at the general elec
tion to be held on the first Tuesday after the
first Monday in November A D 1000 for
ratification or rejection
Section 25 of Article III of said constitution
he and is hereby amended so as to read as
follows
Section 25 The legislature shall provide
by general law for incorporating such educa
tional agricultural mechanical mining
transportation mercantile and other useful
companies or associations as may be deemed
necessary but it shall not pas any special
law on any such subject and any such special
law shall be of no effect provided however
that nothing herein shall preclude special
legislation as to a university or the public
schools or as to a ship canal across the state
Article XVII
That the following amendment to the con
stitution of the tate of Florida be and the
same is hereby agreed t and shall be sub
mitted to the electors of the state at the
general election in November A D UHX for
ratification or rejection
Sections Article VIII of the eonntitition
shall bo and is hereby amended so as to read
as follows
Section 5 Immediately upon the ratifica
tion of this amendment the county commis
sioners of the several counties of this state
shall divide their respective eon ntits into
live commissioners districts tube numbered
respectvely from one to live inclusive and
each district hall be hS nearly as possible
equal in proportion to population and there
alter there shall be in each of such districts
a county commissioner who shall be elected
by the qualified electors of said county at the
time and place of voting for other county
ollicers and shall hold his office fur two
years The powers duties and compensa
tion of such county commissioners shall he
prescribed by law provided that nothing
herein shall effect the terms of commission
ers holding ollice at the time of such di
vision provided further that all vacancies
occurring by limitations of terms or from
death resignation or otherwise before the
election 10fcJ shall be filled by appoint
ment by the governor as now provided by
law
Article XVJH
That the following amendment to the con
stitution of the state of Florida he and the
iamc is hereby agreed to and shall he sub
mitted to the electors of the state at the gen
eral election in November A U 1100 for
ratification or rejection
Section 1ul Article XVI of the constitu
tion of the state of Florida is amended to
read as follows
Section 12 The present seal of the state
shall remain the seal of the state of Florida
The state Hag shall he of the following pro
portions and description Depth to he three
fourths length of fly The seal of the state
if diameter oie third the fly in the center
ra white ground lied bars in width one
fighth the length of Ily extruding from each
iMiicr toward the center to the outer rim of
the seal
The votes cast in compliance with said
proposed amendment and the canvass

elections in the state of Florida
