NAVAL STATION Monday 2, June 1958 HIGHLIGHTS of PAY BILL Bigger June paychecks became a reality for more than 2„5 million active :ond retired members of the Armed Forces when President Eisenhower signed into law the new military incentive bill on May 20, The law, which amends the Career Compensation Act of 19553 provides: \ * Higher basic pay scales, effective June, for inlisted and Officer personnel ! jJ^eyond two years' service but with time-in-grade maximum. W * New pay grades E-8 and E-9 for the enlisted structure and 0-9 and 0-10 for ; : geperal officers. ] " Alternate permissive plans for making "proficiency" awards by pay grade ad-j | vances or by maximum monthly supplemental payments of $50, $100 and $150 in criti- I : cal enlisted skills and career fields. * Permissive "responsibility" pay for captains and field-grade officers in ! i "key positions" ranging from $50 to $150 a month. * A special pay scale for company-grade officers with over four years enlisted ! service, * A six percent ’’cost of living” increase for most retired members of the Armed Forces. Quarters allowances, subsistence and overseas, psecial and hazardous duty pay remain unchanged. Grade E-8 advances will be limited to two percent, and E-9 to one percent, of the total enlisted strength of the Army, Navy, Marine Corps and Air Force,, These promotions, however, will be phased in over a four-year period, the number being made annually depending upon the funds available* A ceiling of 15 percent of total strength also is placed on proficiency pay awards, which may be made by only one of the two methods described in the bill and will be regulated by the Office of the Secretary of Defense. .Washington.
