The meeting held last night .it the Court House in this city Jully expresses the sentiments' of our people in reference to the scheme now before the Legislature to divide Cochise county. The propo sition to create a new county was hatched and born in the boso'n of a few land speculators in the town of Willcox. These people would sacrifice the entire Interests of our people in the furtherance of their own nefarious schemes. We dis like to speak in such tcrmj of our neigh boring towns, but justice demands that this eternal county division scheme be put at rest. There is not a county in fill of this Territory which is in possession of Uomuch assessable property or too large an extent of territory. The taxes of our Arizona counties are so high that they prevent immigration to our bordcr3, and the ends of justice demands that no more new counties be created to increase our present high r.ite of taxation. If the present boundary lines of our different counties ate permitted' to remain un changed not many years viIL, elapse be fore our taxation will be reduced to very low rates. Then we can assert with some degree of confidence and truth that Arizona holds out superior inducements to the thrifty men and women who are desirous .of building themselves a home on the broad prairies of the west. Then we can point with pride to the thrift and industry of our people to the prosper ous and flourishing condition of our Ter ritory. But on the other hand if every little hamlet in our land is permitted to organize new counties and contract and accumulate mountains of (questionable debts, if every little town in our Territory is to construct court houses and .nil of the necessary paraphernalia to conduct county governments, then we will be. at the mercy of designing land speculators and contractors of all characters and de scriptions. We had better right now lay down this principle of government that when a county is to be divided let it be done by a vote of the tax payers of such county, then the burdens they are to bear rests with themselves alone. Let us take it out of the hands of scheming poli ticians and speculators. Questions of such a moment as the division of a coun ty can always be entrusted safely to the men who bear the burden of its rcsponsi bilities. Twenty-six years ago, this winter, our country was agitated by the threat of several States to secede from the Union and to back up the movement by force of arms if necessarv. A similar threat now comes from one of our sister Territories, Southern Dakota. They threaten to break into the Union of States or perish in the attempt, they de dare in languargc, which cannot be mis understood, that they will f;j.ht any one who offers resistance. A leader of the State movement says, "nothing will be done until after the adjournment of the Territorial Legislature i.nd of Congress. Then, if no recognition has been exten ded to the government il-r.t was setup somewhere on the piairics a few months ago, it will call its Legislature. No op 'position is txpected from the Territorial or Federal authorities, but, if it shoul.. come, this adherent of a State which 1 not )ct rrcognized says tha the Govsmur will call for volunteers, and wilh S.cco men at his back lie would not be nfrsi 1 to meet the United States- army or any other firce that might be sent agaitut aim. The State Treasurer will notify the County Tieausers to pay uxes to him, and if the) fail -n do o lie will pu cced against them with the n.ilitia.'ll.iw much ol all this is the nn-re mouthing of a lot of scaly politicians and adven turers who have their cjes fixed upon a large supply of attractive offices, and hope to commend themselves to the peo ple by their valor it would be difficult to say, but of the fact that, these pretended government exists and that it threatens to set itself up in opposition to the regular authorities no doubt need be entertained. It is on the ground and it may contemplate mischief. While the people of the Territory as a whole have too much ssnse to countenance anything of the kind proposed by the political tramps, of Huron and vicinity, they have not made their opposition to lunacy of this description as plain as it should have been. Painful as it would be the necessity of Uncle Sam using the shin gle upon a yonng and tender State, it is probable that he would not shrink from the operation if he came to the conclu sion that the welfare of the youngling demanded it. Collins, of Mo have, introduced a bill for the relief of C. .A. Luke, who many years ago, was the Territori 1 Commissioner fiom Atizona, to the Worlds Exposition, in Vienna. Day, the physician of the Hualapai Indians of Mohave county, who recently attempted the removal of the settlers, from the Hualapia reservat ion, was to-day bound over charged with polyigamy. It is offici ally slated in Russian government circles that the conclusion is gaining ground that war between France and Germany, is enevitable. In addition it is stated that a fresh defeat of Frahce might involve disastnous results for Rus sia. The Czar's government will in th event of a war preserve an entire freedom of action. It may not support France, as an ally, but will t.tke a reserved atti tude to prevent the Germans from send ing there while army west of the Rhine, if France should be defeated, Russia, will ward off a much as possible the effects of the disaster. For these reasons it U de clared that Russia, will await outcome of certain phases of Bulgarian, crisis with greatest dimness, and will act in such a way as to avoid being invoked with Austria, or England, a movent when France, and Germany, commence hostililites. Trains "wri'ltril, LANCASTHK, Pa., Feb. 19 The east bound freight train on the Pennsylvania railroad broke in two near Collins' station this morning, and the rear portion was inn into by another freight train, wreck ing several cars and throwing them on the west bank. Thewe.t bound freight lan into the wreck, the result being that two engines and. twenty-one cars in the fain were wrecked. No one in jured. The wreck has b.en removed and travel in all directions resumed. The south bound freight trains 011 the Reading road and Columbia railroad was wrecked by a slide, of rock in a deep cut near Reindolds station. The engine and five loaded cars were thrown from the track and badjy broken up. No one in jured. N'csot Int Ins for War Itlxl.i . San Francisco, Feb. 19. W. T. Coleman & Co. have completed negoti ations with the New Zealand Insurance Company for, war risks on all cargos shipped by them to England from June 1st next to December 1st next, to the extent of $250,000, at a premium of one quaiter of one psr cent. It is also stated that several applications have been made for insuiance on German ships about to sail with cargos of grain, but none have been effected, the risks being too great, owing to the strianed relations be tween France and Germany. .llliirrs tKiitomlieil. LONDON, Feb. 19 An explosion oc curred in Cutch colliery in Rhonda Val ley. There are fifty-two men entombed in the mine. Their cries can be heard at the mouth of the shaft, and it is hoped that the men will be saved. The mouth of the pit is surrounded by rela tives and miners, and the scene is heart rending. Twenty-nine persons have bern rescued unhurt. Sixteen remain, and it is reported that six of them are dead. Ilonsli on Mock. St. Bidwell, Cal.,Feb. 19. Mail has not reached this place for five days. All roads between here and Reno are re ported as fearfully blockaded. The stage drivers on several occasions have spent all night in the open air. Thirty-eight inches of snow has fallen since the first of the month, and stockmen are getting uneasy. No serious damage has been reported thu fir, but those interested in stock say that the loss will be unusually great. The sheep men have nearly given up all hope;. HnZir Jt vi li! I'm. A sub committee are at wi:k preparing a report recommending the p usage of the bill over the veto and it is expected that this report will Le laid be fore a full committee to-morrow and when a vote is taken the matter will be called up in the House. Unger, who killed August Rohlc, and cut the body into pieces, and shipped it to Baltimore in a trunk, have returned a verdict of manslaughter in the first degree. I'laoilsil Dllrict. Detroit, Feb. 19. The Evening Journal's special from Lyons says: The situation is becoming hourly more alarming. Four squads of men are work ing in different places in the hopes of opening the river channel. They are working in overflowed lands. Despite the most strenuous efforts to open a water course, the river has lisenjrapidly un til at the bridge, it is within fifteen inches of the highest mark. Persons coming in from up the river say that the Lansing ice has nearly reached here and it is a tiemendous bod,-. Buildings are. being anchored in the expectation or" Lansing ie? coming across the prairie. It is feared that the water will reach five feet aboo the present limits.
