First -~'l‘liat they are in favor of con ceding to the general government all the powers granted to it by the Federal Con stitution, but insist. that the municipal rights reserved to the people. whether of the States or Territories, i hall be jealous ly miarded. Second - -We deplore as a national ca lamity the untimely death of President Uartield. and we witness in his assassin ation the direct and legitimate fruit of the teachings of those who today control the policy of the federal administration. Third ~-All federal ottices Within the Territory should be tilled by actual citi zens thereof. Fourth ~As amatter of right we ask for the speedy admission of \\’ashington as one of the Sovereign states of the Federal Union, and we favor the incor lioration of Northern Idaho within the iinits of the future State. Fifth We are unalterably opposed to the employment of Chinese upon con tracts awarded by 'l‘errimrial. county or other municipal authority, and we call upon the Legislature to enact such laws as shall award the fruits of public labor to those who pay the public taxes and contribute towards the present and fu ture prosperity of the country. Sixth- , Corporations should be coni pelled to bear and pay their just propor tion of taxes upon a fair valuation of their property, the same as private per sons. iuid we are in favor of such legisla tion as shall compel all land grant rail roads and their grantees to pay taxes on thleir earned lands, surveyed or unsurvcy er . Seventh ~The education of the people lies at the base of public liberty and prosperty. We favora general svstem of free education and a liberai policy toward the educational institutions of the Territory. Eightli- Corporations employing as sociated capital in works of public im provement too large for individual man agement are useful to the Jeoplc, but they should be supervised and con trolled in the interests of the people. Railway corporations have the right as common carriers. operating over public highways to charge uniform tolls or charges suiilcient to pay the expenses of their economical administration. main tenance and operation. and. reasonable dividends on the actual capital invest ed. Favoritism and unjust discrimina tion should be prohibited by law. Ninthw-In the choice of county and district officers we favor the selection of men of kuowu ability and integrity. rathnrthanthose whose only claim to public support is fealty to party inter ests, and we are opposed to boss rule and machine methods. from whatsoever source they may emanate. _ 3 Notice.
