Erwin Gardner was arrested a day or two ago in (lhicngo in connection with the same case. It has been found that he has but-n offering op~‘ min for sale there and it did not take long for the Government officers to di~cover it was smuggled. In fact that it was the identical goods. or part of it. which has been found in‘ his possessian. and that of his cousin . llast winter. This led to sensational developments at once. The opium had been placeid n the custom house at Ogdensburg for safe keeping and I now it has been found at Chicago. 1 Stone. Aug. 18.—-McCreery, chairman of the house committee on foreign afl'airs. reported to the house this morning the Chinese restriction bill with men lments. repealing the revious laws in conflict therewith. fmmediate consideration of the bill was granted. and McCruery took the floor and made a speech in favor of the measure He said that the seu~ ate had amended the treaty recently concluded between Mr. Bayard and the Chinese. and that the latter ofii cial being in Peru. it was impossible to exchangd the ratifl'cutions and the necesait for legislation was imme— diate. {to said if the senate had ratified the tr: aty without amend~ ment the house would have long ago passed the bill to prohibit Chinese immigration. Mcbreery explained the provisions of the treaty and the bill. and gave an exhaustive history of the prior treaties. and the legis~ lation adopted to enforce them . Respecting Chinese immigration he said that Chinese nuhorities have been as liberal as could be expected in negotiating the new treaty. The president and secretary of state, he stated, were entitled to great credit for negotiating the treaty. This was done un— der the personal supervision of Captain Wallace, who remained on the bridge until the water was swoop~ ing over the deck. The City of Chester tilled rapidly, and sank in a few minutes after the collision, and while it is positively known that a large number of passengers and all but three of the crew were saved. it is not yet known the user LOSS or 1.112.. Tags were signalled and a large number of boats at once left the shore to aid in rescuing the passer: ers. One elderly woman is known to have been lost and Edward R. Chambers. steward of the City of Chester. is among the drowned.
