A bill was introduced in the lower
house of congress in February last, by
Air. Chandler .f MnosnchtiseUs., whi;h

title is, "a bill for the relief nnd im
provement of seamen in the meichaut
service by changing tiie system of ad
vance wage." It provides among
other things,, that after the first day of
November of the piesent year, any
document authorizing the fnt.ire pay
ment of money mi account of any
teaman's wages, conditioned on his
going to sen from any poit in tho
United States, before the v. ages arc
earned. Miali be void. In shoit, the
bill strikes diicetly at all advances to

source of corruption and shameful
