Governor Hughes and the peniten tiary board arrived this afternoon to further investigate the brutality to convicts in the coal mines. They found that Warden Scott was very brutaL He whipped as many as seventy-five men in one night until the blood ran in streams from their bodies. The place where the convicts were confined is so filthy that a sickening stench comes from it. The beds and blankets were dirty and covered with ver min, 8nd yesterday a lot of shoes and clothing arrived and the men were provided who had gone bare fooled all winter. The physicians to-luy examined a large number of the convicts whom Gafford had whipped and found their bodies almost solid sores. Men feared to complain while Gafford was hero for fear of beinir beaten acain. Some time ago a convict ran off and hid in the mines and refused to conic out, and "Warden Scott ordered Tom Gaddes, the pit boss, to go down and shoot him. He did so. Tilings are changed now, but the detail3 of the past acts are sickening aud horrible.
