Chronicle pertinently says: "It must bo remembered, though, that it is not well to halloo until wo arc out of the woods. This is the bill as reported by the commit tee on rivers and harbors. It has now to run the gauntlet of the house, then oJ the senate, and lastly to undergo the scrutiny and criticism of that great apostle of ooonomy, the president; and an all-wi3e Providence only knows what the bill will look like by tho time it has passed through that or deal, or oven whether it will become n law at alL "Ju :t now and here is tho time for a little effective missionary work. Everyone in the state who feels n di rect interest in tho improvement of our rivers and harbors, and who knows a member of congress from some other state, should bombard him with requests to support tho bill. We assume that there is not tho slightest necessity for writing any such letters to our own representatives and sena tors, for they are thoroughly informed as to tho needs of tho state, and will do all they can fat tho bill; but it is tho votes of other members that we want, and wo must try to get them. Thcro is no impropriety, for example, in urging a member from Maine or from Mississippi, or a sena tor from Connecticut or Colorado to help bestow somo of the surplus in the treasury in tho place where it will do the most good; and it should bo our task to persuade such an one that that place is on the Pacific coast It is to be hoped that this bill may anally become a law.and may bear at least a likened to what it now is. A better time than now to spend the people's money for tho publio good could not be concoived, for it is con ceded on all hands that wo havo more money on hand than is actually nec essary for public purposes, and that our receipts bid fair to increase rather than diminish; and so wc live in hope that congrcs3 and the president may consent to bestow on tho rivers and harbors of the Pacific coast about one-halt of a single day's receipts; for that is just about what the bill as prepared by the committee appropri ates to our commercial necessities. Tho following circular has been re ceived and is published in its entirety as illustrative of tho action intended to be taken renardinn tho threatened diminu tion of salmon in tho Fraser and other British Columbia waters. At tho same lime, in tbe opinion of tbe board it Is desirable that some further representation be mado to tbo depart ment cpon the matter, and the urgent necessity for additional restrictions more rlninlv minted out. as it is yearly be coming more apparent that the supply of salmon on the Fraser Eiver and else where in the Province, on account of over-fishing, is threatened by exhaustion, or at least so great a dimumtion as would virtually put a stop to this most import ant industry in British Columbia and tho consequent loss to tho Province of the largo annual expenditure for labor and material, besides affecting in a -very ma terial way the food supply of tbo Indian population. 3. The board would therefore again di rect the attention of tho department to the urgent necessity that oxists for further immediate nction to restriot in some material wav tho takinc of salmon for export in the waters of British Co lumbia, with the view, if possible, of making the industry a permanent one to the Province, and bee respectfully to submit tho following suggested regula tions, which, in tho opinion of this board. would advanoo the cna in iew while not causing any hardship to those who havo invested large rams of money in tho can ning business, or others who may follow tno business or salmon iisinr.g tor a liv ing. 4. K5.90O 373,800 12.S.800 3,000 11,100 nil Being a decrease of 72 per cent, in a period of six seasons, while in nearly every instance tho number of cannery es tablishments and of hand i employed have largely increased. j.no boam readily aumin mat it is difficult to suggest a scheme for the limi tation of canneries applicable to all rivers and places in British Columbia, but think it is most desirable that somo steps bo taken immediately, and should hard ships arise in carrying out tho regula tions in any special c.scs they can be dealt with by tho department oa their merits as thoy occur. Tho board susgests the following regu lations for limiting salmon canneries: a. That applicants for new cannery or other licenses for packing salmon for ex port shall give notice of their intention to make such application to the Resident Inspector, giving full particulars and shall publish same for thirty days. b. That no license shall bo granted until after tho expiry of thirty days. c. That the Resident Inspector shall forward all applications to the depart ment and receive their instructions beforo granting any application. d. That the number of licensed boats to oach cannery shall not exceed forty. c. That the total number of boats for tho wholo of Fraser river shall not exceed 500 boats cmployod in taking fish for cannery purposes or for export beyond the Province.. . That no cannery shall be allowed to usa tho fish from more than 40 boats, but may employ "outside boats," and such "outside boats"' so employed shall be counted as part of the licensed boats be longing to the cannery employing them, and tho number of said canneries' li censed boats shall bo reduced accord ingly. fl. That no restriction shall apply to anj' boats fishing for local consumption for sale when fresh, or for salting for local market, but all fishing establish ments, whether for freezing or salting, or otherwiso preserving tho salmon for shipment beyond the province, shall be regulated and treated in the same way as provided for canneries. "It is not generally known," said he, "that meat kept for n" day or two is vastly superior to that whioh is abso lutely fresh. Here is some beef," he" continued, as he lifted a cloth cover from some loins of meat in the hot torn recesses of the cellar, "which has been kept by me nearly three weeks for one of the most famous '.iteak' houses in this city. See what a dif ference there is between this meat and that upstairs, which has jast come from Chicago. This looks dark and rancid and almost unfit to eat, yet it is vastly superior to that wbich has just come in. "The average family man will not buy meat that is not absolutely fresh and bright red in color, but tbe know ing hotel man wants his beef three or four weekB old, providing, of course, that ho can get a beef dealer who will keep it that length of timo for him. Yon may havo noticed that the steak which you order in a first-class res taurant in the city is usually much more tender than that which yon pur chase from your provision dealer and have cooked by your wifo at home. Perhaps yon have wondered why it is so, when yon have always been very careful to order the very freshest and tendereat beef that your butcher had in stock, without recard to price. "Well tho reason is that tho dealer knew right well that your family would make a great 'kick if he sent home beef that had 'rotted' for a week or two, and had become nico and ten der, and would declare that ho did not keep fresh meats. They would in that case be perfectly right; but beet cannot be perfectly fresh and tender at the samo time. To be really good this variety of meat should be kept in a refrigerator for at least ten days or two weeks. In that time, however, it loses its bright rosy color and turns a dull red. "Thehotel man to whom I referred and whom this beef is intended for will not tako beef from mo unless it is at least three weoks old, and if, at times, there i3 a short supply of beef in tho Boston market, and I find it impossible to keep beef for him as long as ho desires, I am compelled to go outside and purchase 'old' beef somewhere in tho market."
