The annual report of tho com missioner of agrioulturo gives tho assurance that tho investigations ef food adulterations in tho United States, which has now been ex tended to nearly all markets and a variety of articles, has shown that there is littlo danger of injury to health as a result of the prevalent adulterations, most of thorn being of harmless ch ractcr. Tho re port servos to conSrm tho belief, however, that adulteration is wide ly practiced, and extends to an immense number of articles of food, drink and drugs. The commission er expresses the opinion that the only objection to tho use of many of these imitations is that decp tion is practiced, and that the pur chaser does not receive what ho pays for and is entitled to get, while the dealer in pure and genu ine articles also suffers tho hard ship resulting from an unfair com petition. The commissioner's con clusions are sound. Abundant evidence confirms the statement that adulteration is widely prac ticed on account of the cheapness of substitutes almost identical with the genuine article, and that the trade in these adulterated goods would be legitimate and proper, and probably very large, if carried on under truthful repre sentations. The commisssoner's report, al though he, perhaps, would not in dorse this conclusion, strengthens tho position taken by those who resist selfish class legislation de signed to tax one class of pro ducers for tho benefit of another, and upon federal and state pure food legislation, under which the adulterated and unadulterated ar ticles may compete for popular fa vor under truthful representations as to their composition, the ad vocates of narrower legislation should perceive that congress has shown its disinclination to adopt their views, and that if action is to be obtained it must be by a con certed effort in favor of a fair aud comprehensive measure.
