From Finland comes the news that
the czar is preparing to abolish the
liberties of that country, where for
eifcbty years the spectacle has been
presented of a free state subject to
the most despotic power in the civil
ised -world. In 1809 the first Alex
ander gave a solemn pledge that he
would respect the constitution of Fin
land, tlie newly made subject to
Eusas. So far the pledge has been
kept, . although a similar promise
made jtd Poland by the same Alex
ander was violated.
The czar is the grand duke of Fin
land and head of the state. He ap
points for life the members of the sen
ate, or upper house, whoso dutiesarc
those of a high court of justice and an
administrative council, legislative au-
tiwrity being vested in the diet, an
elective body in which all classes of the
population are represented and which
is called together every five years. II
is the existence of this landtag, or
parliament that excites tho jealousy
and animosity of the ruling powers of
Russia.
The Russian people who, notwith
standing all obstructions and re
strictions, are everyday growing in
intelligence, have before them tho re
markable example of a conquered
province enjoying a constitutional
government, while they themselves
are absolutely denied any voice in
their own affairs. They have also be
fore them the fact that the czar, as
spiritual.head of theRussian church,
is wvereign of a country in which the
established church is the Evangelical
Lutheran.
AH these circumstances tend to give
color to the belief now prevalent in
Finland that the pledge of Alexnnder
I, is soon to bo broken, and that the
liberties of the2 country are to be
ground under the common despotism
which prevails throughout the re
mainder of the empire. So strong is
this belief that emigration from the
country has received a tremendous
impulse.
Another motive for Russian jeal
ousy is the close relationship between
the ruling classes of Finland and
Sweden. Swedish is the official lan
guage of Finland. Even to-day the
Swedes regard the loss of Finland in
much the spirit as the French do the
severance of Akaco and Lorraine.
There is reason to believe that the Rus
sian government is enconraging the em
igration of Swedish Finns, with a view
to getting rid of an element that is a
menace to Russian designs. The
former restrictions on emigration have
been practically removed, and the ex
odus goes on, increasing every day.
