The campaign yesterday de veloped to the point where slackers' were made mighty uncomfortable. Special committees made It very plain that direction of duty lay In one way only to all those whom the committee felt had not done their part. Portland Is going to clean It up In a hurry, and is not going to do It in any faltering manner. It la spending every effort to put the burden where It belongs. The campaign was not without Ita exciting moments, one such being when a great war bal loon, "Bllmpf" as it Is called, on the western front broke ' away and sailed west to the Pacific. This bal loon was preparing to make a sur prise attack on the city and was be ing filled with gas at works of the Portland Gas Company, In the north ern part of the city. When ready to start on Its trip to the heart of the city, It broke from its moorings, sailing high Into the sky and bear ing the query "Are yod pledged?"
