Whatever may be the revolt in New York or Boot on or Phil adelphia, there i.- no occasion whatever for any panic here. Whhin the lat six ydnya the Kentacty banks have all contracted their circolntioo nd liabilities very d-n-iderably. They have no specie balances in the Eastern banks that may be jeopardized by the failures there, and although they may not be able t extend accommodations a liberally as the ex iget cit of our business men might make de ai ruble, yet rtiey are Jolly pre-pnrf-d to meet and to euet&ia all the ct'.llf made npon them without any apprehension of being weakened hy the disters in monetary aff..lrs in the E.ift. , Nearly all the fail ores and finppeiit-ions that have occurred may be attributed directly or indirectly to stock garrbling or loans on stock. The banks that have failed have almost with out exception been engaged in speculating in stocks or have been Wning to a large extent to individuals and corporations that tiave been thus engaged to a ruinous extent. Snch is not the case here. Oar banks are entirely secure from such causes of trouble, and not van oor brokers have bad anything to do with stock speculations. Our merchants have not overtraded, as was the case with those who have been compelled to suspend in the Eas tern cities, and consequently not one of the causes which have produced failures and sus pensions there caD operate here. We repeat it emphatically, there U no necesti tyfor any panic here, and with a little patience and produce we are sure we shall have none. It is true that for come time past the money market has been stringent, more so than it has been for years, but the very causes which have produced this stringency are the sources of our safety now. It has been produced by the contraction of our banks and the en' ire ab sence of Eastern exchange. This contraction hat strengthened the banks, and Eatern ex change will soon be abundantly supplied by traiiffers of exchange on New Orleans, now ra pidly maturing. We have large balances in New Orleaut-; the cotton crop is g lug forward with great rapidity and is immediately taken up by foreign buyer?. This will turuinh for igu exchange, which is bent to New Yi rk, and will soon furnish an ample supply or Euotern exchange, with which cir merchants will be enabled to meet their Eastern indebtedness. We are glad to learn that all except one of our banka are couver ing their Southern exchanges into sight exchange on the Eaot us rapidly as they oau. Many of the eufpetibions there of ex tensile firm have bteu thus forced, while the asset Uigely exceeded the liabilities', all of which will in time be romptly met; but meanwhile publio confidence is lost, a panic is created, and the public and not the batiks nor the laige mercantile houses become the losers. We earnestly hope that more prudence will be manifested here, and while we give assur ances oi jerlect safety we call ujoa our citi zens to aabist each other in maintaining perfect quietness and confidence, by which our present security can alone be maintained. ,. " It will be seen from the card of tlie President and Cashier of the , Bank, of Nashville, which we give , below, that this institution has been forced to suspend pay ment. The run upon this bank .was, we understand, rnajnjy by tlepositors, and was commenced last week, and continued so heavily that jesterday morning it was forct ed into suspension. We have no other inr formation in regard to the condition of the bank, than that disclosed by the card of the officers. . The fact that this bank, from being .regarded one of the most - solvent and reliable, of all that class of banks or ganized under the general fr e banking law of the State, shou'd so suddenly close its doors, was an event which caused no little excitement throughout the city, not only among the merchants, bnt also among the banks and others. Although the "Bank of Nashville, by its last semi-annual report in July last, showed that it was doing a busi ness of upwards of eight hundred tumsand dollars, on a paid in stock capital of erne hundred thousand dtllars, it exhibited assets amply sufficient to meet its liabilities, in cluding one hundred thousand dollars of undivided profits, accruing within the previous six months. If this state ment were truthful and we have no reason to doubt it, as it was made under the oath of the Cashier we cannot weil see how it could, so soon, have passed into a hopeless state of insolvency. Itsde posites, at the same date, however, from individuals, amounted to a little more than four hundred and twenty thousand dollars, more than half its entire liabilities. While this fact shows in what repute the bank stood, it also shows, how easy it could be overslaughed, by a simultaneous run on the part of the depositors. And this might be done, while the bank maintained its gen eral solvency. We presume, if the condi tion of the bank, was not rapidly and un accountably changed, between the first of July and its suspension, yesterday morning, this is the true explanation of its difficulties. If this is true, and indeed whatever may be the true explanation, we think the officers of the bank owe it to the public to make an exhibit of its affairs, at the earliest prac ticable moment, in older that the commu nity, both at home and abroad may be relieved of the anxiety and suspense, which the event naturally engenders. As a matter of course, the sufferers, if there are any by this failure, will be the depositors. The note-holders of the bauk, will doubtless be secure, by the indemnity, in the shape of Bonds, deposited with the State Comptroller and we should say there was no reason or necessity for the note-bolder's submitting to any great sac rifice. For them, the Comptroller stands in the place of a Trustee, and is bound by law, to dispose of the bonds for their ben efit. But the suspension of the Bank ef Nash ville, whatever may be its condition, will not affect only its creditors. We very much fear that it will prove the inception of a panic which it will be difficult for our staunchest banks to withstand, and which will seriously involve the business of the whole State. The immediate effect in this city, has been to discredit most of the banks of the State. The Bank of Tennessee, yesterday, threw out the notes of all banks not redeemable directly or by agencies, in this city; aud we learn that pretty mnch the same course was pursued by the Union and Planter's Banks. The circula tion here, will of necessity, be reduced to currency bankable here. Aud if the pan ic extends to the verge thus indicated, and discredit, or even suspicion, is thrown up on all other banks, the consequence may prove truly disastrous. There appears to us but one remedy, and that is for the people to sustain their curren cy. We are persuaded that all the note holders of the free banks are secure; andif the depositors will but allow them time to col lect their assets, all will probably be well. And so it may be with many of the Etock batiks. .Money is, undoubtedly, as plenty in the city and State to-day as it was any day last week, aud if the proper course is pursued, and the wild and too often fatal Bpirit of fear and distrust, be repressed, we believe there is as little real cause of alarm, as there has been at any time here tofore. We learn that a meeting of the Merchants of Nashville, was called yester day, and that they recommended, to all the bauks in the city to suspend specie pay ments, Tor the time being. We we are not just now prepared, nor have we the time, to speak of the propriety cr policy of such a course, at the present moment. We can all . conceive how it is, that the principal commercial mart of a great country like ours will call together people in vast numbers, and concentrate capital in immense amounts. Bat how it is that that people, w ith all their ad vantages, should live and act, and think and feel so unlike th(e of other steuocs of the country, evtn those ot the neighboring cities, not divided from them even the distance f- a day's travel this is abstruse. ThU people are remarkable fur their erergy and bC'ivity they have higher conceptions of a large bueioet-s and do a larger business than any other peo--ple. This fact is cxrniplified, on every hand. .Where in America will yon find tuch buainet-s" struct ores, snch shipping, au'ch stocks of wares, such banking institutiot.s, such churches, such pul lio works, buch hotel?, such newspapers, sarh magnificence in private residences as in New York cit ? These and much else, repre sent the business energy ard Capital of the city. Then there are the inferior grades in ferior here which would be superior elsewhere followed by a descending series, down to that which, in obscure streets and with cheap rnts, barely connives to yoducj a scanty livelihood for a penurious shop-keeper the gradations occurring and extending through out all the pursuits and av catiorc. Then thtre is an army of anizaus and laborers, fol lowed Ly an army cf loaferp, flunked arid backed by still another army of swindlers and thieves. Well, they are all here together. They come down out of their places in the morning, and from merely well-to-do residen ce?, and from hovels, and from dans and flocking together in Broadway, and the Bowe ry, aDd a few other prime streetp, pass and re pa:, like a rapid and restless swarm, as they are, crowding the sidewalks, filling up omni buses an 1 cars, and so continue to pour back and forth till midnight. They are heten gene ous full ol diversities and aotagosisms yet there is one sentiment, one passion common to all. They are all avaricious, grasping, ve nal. The esteem,' the passion for money is universal. To it every other sentiment of the human mind, every other emotion of the hu man heart is secondary, subservient. They are virtuous in 60 far as it is profitable they are honest in so far as P is politic they ate gene rous in so far as it is remunerative. I speak (if the mass, as you see them every day and everywhere. Yet as paradoxical ns it is, they are sometimes kind, benevolent, philanthrop ic. We often see them flying to the relief of the needy, and displaying a munificence of charity, which would throw credit upon the really good. Bnt these are spauis some times they turn a penny sometimes they af ford a display sometimes they, perhaps, dis til a balm to a long-suffering conscience, tem porarily aroused. They are wet-weather springs yielding fitful gushes, dryirg up incon tinently they are not perdurable fountains constantly, uniformly bubbling from the pure alembic (fa spontaneous and unselfish Benev. olence, and pouring over the heart a perenni al flow of kindly emotions, nonrishinthe holy q-mliiiea of tenderness, sympathy, a dutiful goodness. They have a "golden rule," bnt it has no semblance to that which fell from Ihe lips of the Naiarene. They worship; but in stead of the God, who shook thecrsgs of li nai with the thunders of his power, whose tm-rcy streamed from the smitten rock, and who sent bread to starving In.el from the granaries of the Nw Jerusalem, they bow to the smelted deity of Aaron, the heathen. This passion has taken thorough possession of the city. I make exceptions b-caye no one mil lion of hnmau beings cun be moved by one ini puhe and one sentiment in the general con cerns of life. Now, if I were wri'ing under the prestige of a name, I should be pronounced a slandtr er. But let us see. The greed for gain ig noble when it is exclusive, well enough whn made subservient to comfort and weil-beicg and well doing has changed the scope and development of the man, throttled his better nature, and concentrated his powers into that channel of exertion which mil inters to that passion hence the New Yorkers are a com mercial peoph, a business people. They are else and by overmuch of this a sensual people. Mark the pulpit whatever line of ('i-course secures the greatest eclat, attracts the largest congregationp, is pursued. If slavery fanaii cism is to be pandered to, the pulpit has its minion, its instrument for the work, and bro ther Mat teson, and brother Garrison, and bro ther Frederick Donglase, have their brother Beech er. If it be the sense of the hour tln.t theatricals are harmless, that they are to be patronized not merely the elevated drama, the delineations of human character and hu man passiou as Shakespeare mirrors and Mur doch, or Booth, or Forest, or Logan, or Dav enport Impersonates, but the disgusting vul garisms of the Bowery, and the senrvy wlui cismsof the Olympio then the Theatre shares the eulogiums cf the sacred defk with the heavenly gocdnes, meekness, forbearance, gentleness, loveliness of Chri?L Witness the press the leading press that which is scat tered over the city and country, as the leaves of the trees are scattered in Vallarabrosa which ia folded on a hundred thousand break fast plates every morning, and which seems as necessary to lh digestion of coffee, toast, steak and omelet, as the morning "smash" to revive the over eight's debauchee. They are subsidized, corrupt in every line. Whut cares the Tribute or t e Herald fur principle, or virtue, or morality! Tbe chief etudy of today is how to produce a sensation to-morrow.
